R -- The Environmental Protection Agency's Municipal and Industrial Solid Waste Division (MISWD) desires to negotiate a Cost-Plus-Fixed-Fee, level-of-effort (LOE) contract to procure technical services for Municipal, Industrial, and Special Wastes pollution prevention and management programs. Technical support services under this procurement shall consist of conducting: 1) studies and surveys; 2) research and analysis; 3) guidance and regulation development and 4) outreach to address and support all aspects of municipal, industrial non-hazardous solid, special wastes prevention and management (including storage, treatment, disposal, processing, transportation, recycling, combustion, and land filling). This will include assisting EPA in developing the necessary technical support for the Agency to use in the development or refinement of regulations, guidance documents, and regulatory alternative papers; collection and data analysis; developing and evaluating waste prevention and management alternatives; developing and delivering outreach material and training programs; and providing technical assist to EPA and the federal agencies, state, tribal and local governments and industries. The anticipated release date for the RFP is 11/03/97. The anticipated level-of effort provides for a 1 one-year base period and 3 potential one year option periods for a total of 330,000 direct level-of-effort labor hours. The purpose of this CBD announcement is to notify potential offerors of EPA's requirement, generate the source list, and to direct interested parties to the EPA's "Doing Business with EPA" Internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available.
