This work shall consist of improving the capacity, outcome and cost effectiveness of health care and support services funded under the CARE Act programs; improving coordination between CARE Act programs and other local, state, and federally- supported-HIV-related services; etc. and other activities related to ensuring that technical assistance provided under the technical assistance contract meets the needs of grantees and effectively responds to changes in the CARE legislation. It has been determined that Gambrell and Associates is the only responsible source capable of fulfilling this requirement. A Justification for Other than Full and Open Competition is on file.
