R -- DROSS TESTING AND CHEMICAL ANALYSIS OF LEAD SOL SP0833-97-Q-0127 DUE 092397 POC Angela Mattox, Contract Specialist, (703)767-5515; Martha L. Hochberg, Contracting Officer, (703)767-5503 (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii) Solicitation number SP0833-97-Q-0127 is issued as a Request for Quotation (RFQ) and will be awarded as a purchase order using simplified acquisition procedures. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-12. (iv) This is a 100% small business set-aside under SIC Code 8734 with a business size of $5.0 million. (v) The Government intends to make one award for a fixed-price contract based upon price and other factors defined herein. (vi) SCHEDULE OF ITEMS: Offers must be submitted for the following: CLIN 0001 Dros testing of 160 samples of lead -- unit price and extended price; CLIN 002 Chemical Analysis of 160 samples of lead -- unit price and extended price. In addition offers must be submitted for CLIN 0003 Purchase Credits for remaining lead -- unit price per pound, quantity to be determined upon completion of CLIN 0001 and CLIN 0002. (vii) DESCRIPTION OF SERVICES: Contractor shall furnish all labor, supervision, facilities, equipment, supplies, services and incidentals necessary to perform dross tests and chemical analyses of Government-furnished/delivered samples of corroding, common desilverized, or chemical grade lead. Approximately 40 lead samples weighing roughly 50 to 100 pounds each will be supplied by the Government and delivered to the Contractor's testing laboratory on a quarterly basis. Samples will be appropriately labeled with a DLAH Form 35, Record of Samples Transmitted & Request for Analyses. Each sample shall be tested for the dross test and the completed chemical analysis for the elements specified herein by percent by dry weight of corroding, common desilverized, or chemical grade lead. In addition, the contractor shall indicate the analysis method used for each element or compound. Testing methods utilized shall be commonly accepted best commercial practices. Analysis procedures shall not be changed without advance written approval from the Contracting Officer. Each dross test shall consist of testing a minimum 30 pound sample to quantitatively measure the dross content (i.e. impurities formed on the surface of molten metal) of the lead and shall be expressed as a percentage of the weight. Dross tests shall be reported to two decimal places. Chemical Analysis shall be for the following elements and reported to four decimal places (C=Corroding, CD=Common desilverized, CH=Chemical). Antimony, Arsenic, Tin, Zinc, Copper, Silver, Bismuth, Tellurium, Nickel, Iron, and Lead (by difference). (viii)REPORTS: Analysis shall be completed and a Certificate of Analysis containing results shall be received by the COR within 20 workdays from Contractor's receipt of sample. Contractor shall submit a typed original & one copy Certificate of Analysis, in English, containing test results for each sample with original signature of the analyst including: the dross test results reported as a numerical value, weight percent of dross in the lead, and the complete chemical analysis of elements as identified herein, % by dry weight, commodity name, grade, DLA sample ID#, lot #, analysis date, name of analyst, & contract #. The Government will accept or reject analyses within 5 workdays after receipt at destination. (ix) PAYMENT AND PURCHASE CREDITS: The Contracting Officer and the Government will use common commercial practices to determine the quantity of lead remaining upon completion and acceptance of all work required by this contract. The contractor must purchase and take ownership of the remaining lead. The purchase price of the remaining lead will then be applied against the amounts due the Contractor under this contract at the unit price per pound established at the time of award. Contractor shall be paid at the contract unit price upon acceptance of the Certificate of Analysis for the number of samples actually analyzed less the purchase credits at the agreed upon unit price per pound for the remaining lead. (x) PERFORMANCE PERIOD: Contractor shall complete all work by no later than close of business September 30, 1998. (xi) All Certificate of Analysis information, sample analysis status, procedures, or results shall be confidential and shall not be released or discussed without advance written approval of the Contracting Officer. Contractor may not participate in any subsequent related sales solicitations. (xii) Contractor may be required to attend a postaward conference at the contract activity. (xiii) Contractor is cautioned to follow all industry practices for protection of human health and environment by all those who use, handle, transport, and/or store lead. You are advised to obtain MSDS. The Contracting Officer will provide MSDS upon request. (xiv) FAR 52.212-1, Instructions to Offerors-Commercial (OCT 1995) is incorporated by reference and applies to this acquisition (no other instructions other than as noted above). (xv)FAR 52-212-2, Evaluation-Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. Addendum 52.212-2: (a) Award will be based upon best value. The following factors, listed in descending order of importance, shall be used to evaluate offers: experience/qualifications (of the firm and key personnel), past performance, and price. Experience/qualifications of the firm is of equal importance to experience/qualifications of key personnel. Experience/qualifications and past performance when combined are more important than price. However, as offers become more equal in experience/qualifications and past performance, price becomes more important. Offers should submit price information separate from the experience/qualification and past performance information for evaluation purposes. EXPERIENCE/QUALIFICATIONS: For each of the following, demonstrate prior experience by providing at least three project summaries performed by the offeror within the past two years: (1) primary metal chemical analyses (including method), and (2) primary metal dross testing (including method). Identify key personnel who will be assigned to this project. For each of the key personnel identified, provide resumes and at least three project summaries (may be the same as the above) for (1) primary metal chemical analyses (including method), and (2) primary metal dross testing (including method), performed within the past two years. For purposes of this solicitation, key personnel are defined as those individual(s) responsible for signing the Certificate of Analysis AND those individual(s) actually performing the tests/analyses. After award, any changes to key personnel must be agreed upon in advance by the contracting officer. PAST PERFORMANCE: Provide detailed information (including the cause) for any rejection(s) of primary metal chemical analyses and dross tests results for government and commercial projects performed by the offeror during the past two years. (xvi) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JAN 1997)with its offer. (xvii) FAR 52.212-4, Contract Terms & Conditions-Commercial Items (AUG 1996) is incorporated by reference and applies to this acquisition and resulting contract. (g) Invoices shall be submitted to the address herein to the Attention: DNSC-M. (xviii)FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items (AUG 1996) is incorporated by reference; however, for paragraph (b) only the following provisions apply to this acquisition: 52.203-6 Alternate I (OCT 1995), 52.219-14(DEC 1996), 52.222-26(APR 1984), 52.222-35(APR 1984), 52.222-36(APR 1984), and 52.222-37(JAN 1988). (xix) AGENCY REQUIREMENTS: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues Applicable to Defense Acquisitions of Commercial Items (NOV 1995) is incorporated by reference; however, for paragraph (b) none of the DFARS clauses apply to this acquisition.
