replaces solicitation N00600-97-R-3490 which is canceled in its
entirety. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the Format in FAR Subpart 12.6,
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii.) This
solicitation number N00600-97-R-XXXX is issued as a request for
proposal (RFP). (iii.) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 46. (iv.) FAR 52.219-6, "Notice of Total Small Business
Set-Aside" is hereby incorporated by reference. The standard industrial
classification code is 7521 -- Automobile Parking and the small
business size standard is $5.0M . (v.) A list of contract line item
number(s) and items, quantities and units of measure, are: Base year
and 4 one-year options, plus the period of time afforded under FAR
52.217-8: Lot 1, CLIN 0001 -- Parking Garage Attendant; Lot II, CLIN
0002 -- Parking Garage Attendant; Lot III, CLIN 0003 -- Parking Garage
Attendant; Lot IV, CLIN 0004 -- Parking Garage Attendant; Lot V, CLIN
0005, Parking Garage Attendant. (vi.) Description of requirements for
the items to be acquired: Personnel will be assigned to Parking
Garages, Bldg. 54 and 55, onboard the National Naval Medical Center
(NNMC), Bethesda, MD. The requirements is for three people to cover the
garage(s) from 0530 to 1500 Monday through Friday. Two attendants will
be in the garage at all times from 0600-1400. As parking attendants,
their responsibilities will be as follows: Enforce the provisions of
NNMC Instruction 5560.1 (or subsequent revisions)(Motor Vehicle
Regulations and Parking policies of the National Naval Medical Center,
Bethesda, MD). This will be accomplished by attendants reading
Department of Defense decals (printed in English) to determine if the
occupantsare employees/full-time contractors of the NNMC. Attendants
must have conversational English skills, enough to politely inform NNMC
or tenant command staff members, contractors that work over 20 hours
per week at the NNMC compound or Navy Exchange employees or contractors
that they are not allowed to park in Bldg. 55. They must also be
familiar enough with the base to explain how to get to alternate
parking areas, other buildings on the compound and the drive-through
pharmacy. Attendants must also be able to identify and write down in
English tag numbers of cars illegally parked in the patient parking
garage. These lists of illegally parked cars will be turned over to the
Public Safety Department each working day. Contractor employees will
roam the garage continuously to ensure that traffic back-ups do not
occur. Of greatest concern is the ability of patients and visitors to
exit the building quickly to allow the entrance of additional vehicles.
Place safety cones and reserve parking spaces as directed by the
Associate Director for Administrative Services, NNMC or Public Safety
personnel. Contractor employees must check government-issued
communications equipment to ensure they are in proper working
condition. They will report malfunctioning instruments immediately to
the public safety department to receive replacements. Contractor
employees are required to walk the garage twice per day (at 0800 and
1400) and pick up garbage. The contractor will provide garbage bags,
brooms, dust bins and any other supplies/equipment necessary to perform
this task. Contract employees will properly dispose of recycle garbage
as directed by the Associate Director for Facilities Management, NNMC.
Contractor employees are also required to immediately report any
hazardous conditions found in either garage to the Public Safety
Department. They must also immediately report any illegal activity,
patients who are in medical distress or potentially hostile
interactions to the Public Safety Department. The contractor will
provide a cellulartelephone to their employees to accomplish this task.
Contractor employees will place preliminary de-icers or anti-slip
material for oil, such as sand and/or chemical de-icers out prior to
the arrival of Facilities Management or Public Works personnel who will
perform comprehensive de-icing and oil clean-ups. The contract
employees will report to the Public Safety Department vehicles that
appear to have been abandoned and unauthorized vehicles that have been
parked for extended periods of time. Periodically, contract personnel
may be required to distribute and collect patient/visitor satisfaction
surveys or public information fliers, maps, etc. provided by NNMC.
Additionally, they may be asked to count the number of parking spaces
filled/open to determine parking usage rates. Contract personnel shall
attend NNMC Customer Service training annually. Contract personnel are
required to be uniformed with appropriate company
decals/identification. (vii.) Services are to be provided to: National
Naval Medical Center with a starting date of 01 OCT 1997. (viii.) FAR
52.212-1, Instructions to Offers-Commercial Items, is incorporated by
reference and applies to this acquisition. (ix.) FAR 52-212-2,
Evaluation -- Commercial Items, is incorporated by reference and
applies to this acquisition. ADDENDUM. 52.212-2, Para. (a) The
following factors shall be used to evaluate offers: technical
capability and price. Technical capability is approximately equal to
price. (x.) Offerors shall include a completed copy of the provision at
DFAR 252.212-7000, Offeror Representations and
Certifications-Commercial Items, AND FAR 52.212-3, OFFEROR
REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with its written
proposal. (xi.) FAR 52.212-4, "Contract Terms and Conditions-Commercial
Item" is incorporated by reference and applies to this acquisition and
resulting contract. The following terms and conditions are added as an
addendum to this clause: Type of Contract: The resulting contract will
firm fixed price. FAR 52.232-18 Electronic Funds Transfer Payment (APR
1984). __ FAR 52.217-8 Option to Extend Services (Aug 1989) Contract
note: The option may be exercised any time prior to the end of the

exercised by giving 60 days written notice prior to the expiration of
