This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, the test program in
FAR Subpart 13.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. (ii) This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
(iii) This is a full and open competition for the purchase of a
Micro-Analytical Workstation. (iv) GENERAL INFORMATION: At a minimum
the equipment shall be a multi- tasking system with a C-terminal
protein sequencer designed to develop and execute a family of
integrated flow-through assays with a variety of fluid handling
components controlled by a computer. It shall have high precision high
performance liquid chromatography pumps that deliver liquid at flow
rates ranging from 10ul/minute to 9.99 ml/minute +/- 5%accuracy. Can
deliver individual or binary mixtures with solvent reservoirs that can
be refrigerated. Shall have an integrated temperature controllable
autosampler with a minimum of 100 vial sample capacity, and capable of
sophisticated sample preparation routines. The system shall have a
built- in variable wavelength, dual channel, absorbance detector, pH
sensor, reagent bottles, sample diluent bottles and syringe pump
bottles. Will have a color monitor, keyboard and mouse. (v) QUANTITIES
AND PRICING: Pricing shall be provided for the following quantities of
each component of the system. The pricing shall include costs for
equipment, software, training, installation and documentation as it
applies to the system. Provide quantity discounts when applicable. (vi)
ITEMS: a) One (1) each Micro-Analytical Workstation. b) One (1) each
High Pressure Flow Cell. c) One (1) each Fraction Collector. d) One (1)
each External Column Heater. (e) One (1) each Drive Optical. (f) One
(1) each Diskette Optical Device. (g) One(1) each Color printer. (h)
One (1) each 17" Monitor. (vii) Date of delivery is no later than 90
days after notice of award. Place of delivery is Walter Reed Army
Medical Center, Storage and Distribution, Building 178, Forest Glen
Annex, Silver Spring, MD 20910. FOB Destination. (viii) Solicitation
provision at FAR 52.212-1, Instructions to Offerors- Commercial Items
(OCT 1995) is hereby incorporated by reference. (ix) All responsible
sources may submit an offer which shall be considered by the
Government. A contract resulting from this solicitation, will be
awarded by the Government to the responsible offeror whose offer
conforming to the solicitation will be most advantageous, representing
the best value to the Government, price and other factors considered.
The following factors shall be used to evaluate offers: Evaluation
will be based on (1) Technical (a) Technical capability of the item
offered to meet the Government requirement, and (b) Delivery Terms --
ability to meet required delivery schedule and (2) Price. Factors are
equal in importance. Offerors shall submit as part of their proposal,
manufacturers descriptive and technical data, catalog cuts, special
installation instructions, operational and applicable diagrams, in
sufficient detail to demonstrate compliance with the above
requirements. (x) Offeror's are reminded to include a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items (Jan 1997), with its offer. (xi) Clause
52.212-4, Contract Terms and Conditions-Commercial Items (May 1997), is
hereby incorporated by reference. (xii) Clause 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (Aug 1996), is hereby incorporated by
reference. (xiii) Additional Contract Terms and Conditions applicable
to this procurement are: (a) Type of Contract -- A Firm-Fixed Price
contract will be awarded. (b) Period of Performance: Delivery no later
than 90 days after notice of award. (xiv) The Defense Priorities and
Allocations Systems (DPAS) assigned rating for this procurement is D9E.
