66 -- GLASS REFRACTIVE INDEX MEASURING EQUIPMENT SOL RFQ 70356 DUE 091997 POC Nancy J Hill, Contract Specialist (202) 324-2205 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70356, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular #90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The Standard Industrial Classification Code is 3826 and business size standard is 500 employees. This will be a Firm-Fixed price contract. The government intends to solicit and negotiate on a sole source basis with Foster and Freeman Limited, 25 Swan Lane, Evesham, Worchestershire, WR11 4PE, United Kingdom. The objective of this contract is to obtain a piece of computer driven equipment to be utilized in the examination of glass to determine its refractive index. This purchase is being done on a sole source basis because through market research on the Internet no other source for a computer driven system could be found. The requirement consists of the following: one (1) GRIM2 -- Glass Refractive Index Measurement System, one (1) MK940546 Phase Ring PH1, one (1) set of reference glasses, one (1) 589nm interference filter 50mm diameter, one (1) 488nm interference filter 50 mm diameter, and one (1) 650nm interference filter 50mm diameter. FOB destination -- Cheverly, MD. All responsible sources may submit a quote which shall be considered by the agency. The following FAR clause is incorporated by reference and applies to this acquisition: FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Aug 1996).
