Mines, Countermine and Demolitions, Picatinny Arsenal, NJ intends to
acquire under the authority of FAR 6.302-1, Only One Responsible Source
and No Other Supplies or Services Will Satisfy Agency Requirements, the
Engineering Manufacturing Development (EMD) effort for the Program
Definition and Risk Reduction (PDRR) ESMB design. The ESMB consists of
a reusable trailer and an expendable reload. The reload is a self
contained, ready to fire round containing a rocket motor and explosive
neutralization system (ENS). The rocket deploys the ENS across a
minefield. The ENS is a net with explosive shaped charge munitions
located at each node. The ESMB is designed to neutralize all surface
laid and buried mines, regardless of the fuzing mechanism, from a safe
standoff distance. This requirement is for a basic 24-month contract
and one option for the Low Rate Initial Production (LRIP) effort. The
Government intends to award a contract for this requirement, pending
sole source approval, to the PDRR contractor, Tracor Aerospace, Inc.
located in Austin, TX. The effort is expected to be awarded in 2nd Qtr
