sole source basis, under the authority of FAR6.302, with Colorado State
University personnel, to address the development of analytical,
ecological assessment methods for EPA/ORD's National Center for
Environmental Assessment (NCEA) to include (1) the use of the
Analytical Hierarchy Process (AHP), not previously used in a
significant environmental contexts -- i.e., new basic research for
environmental assessment application -- and (2) the development of
scaling models from previously-funded soil sustainability research to
larger scale environments associated with EPA/ORD's regional geographic
foci. Work will attempt to address applicability to ORD's Regional
Vulnerability Assessment Program (ReVA). Work will be broken into two
primary tasks: 1)development of emerging analytical ecological
assessment methods, and 2)development of scaling models for ecological
assessment. The basis for sole source negotiations is Colorado State
University's special relationship with the National Resource
Conservation Service and their data in Temple, Texas, which provided
unique access to raw data for the analyses which much of this project
draws upon. Colorado State University personnel had to extensively
correct this data, creating an extensive data set on soil
sustainability and other characteristics. Besides Colorado State
University's access and knowledge of the required data, Colorado State
University's personnel have intimate knowledge of Analytical Hierarchy
Process (AHP) techniques as they are applied to the field of
environmental assessment. THIS IS NOT A REQUEST FOR QUOTES. Sources
wishing to be considered must submit documentation to the office
identified above, which establishes the required knowledge and access
of the data set. It must also demonstrate the technical ability to
develop the subject analytical ecological assessment methods and
scaling models for ecological assessment. Documentation must be
submitted within 15 calendar days of publication of this notice.
