D -- POSTPONEMENT OF DUE DATE FOR FTS2001 PROPOSALS AND OCD INFORMATION SOL TQC-SS-97-2001 POC Ms. Sybille E. Seltmann. Interested parties are advised that the Government has conducted a number of one-on-one information gathering meetings with prospective prime offerors for Solicitation TQC-SS-97-2001, Federal Telecommunications System 2001 (FTS2001). A great deal of information was provided during the course of the meetings and as follow-up documentation, particularly regarding areas where FTS2001 was perceived as deviating from commercial practice. The Government is analyzing this material, and is developing an amendment to the FTS2001 Request for Proposals (RFP). Great emphasis is being placed on bringing FTS2001 more closely into line with commercial practices, wherever this is possible without compromising the Government's fundamental requirements. The Government anticipates release of a significant amendment to the FTS2001 RFP in October, and will reopen the question period at that time. The Government is postponing the closing date for submission of proposals and the Government anticipates a new closing date willbe established in October 1997. Pursuant to Clause L.15 OPERATIONAL CAPABILITY DEMONSTRATION of the FTS2001 Solicitation, the Government intends to provide details for the conduct of the Operational Capability Demonstrations (OCDs) in a separate notice to be issued within forty-five calendar days prior to the scheduled closing date for the solicitation (i.e., 45 calendar days before proposals are due). The Government intends to provide further information on OCDs to interested parties after the Government establishes a new closing date for submission of proposals to the FTS2001 solicitation.
