682-2551. The USDA Forest Service, Region 3, Lincoln National Forest,
located in Southern New Mexico, plans to award a firm fixed-price
contract for Timber Stand Exam on the Lincoln National Forest in
southern New Mexico. Period of performance will be 180 days. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in sub part 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; Request for Quotes are requested and
a written solicitation will not be issued. The solicitation number is
RFQ-R3-15-08-97. This is a 100% set-aside for small business; SIC Code
is 0851, and Size Standard is 5 million. The solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. The solicitation line item is as follows:
001, Stand Exam, 2701 points. The specifications and/or scope of work
is as follows: This solicitation is issued for the purpose of providing
acontract which may be used to meet the requirements of the National
Forests within the Southwestern Region. The Forest Service intends to
contract services for locating, establishing, measuring trees and other
resource information. The Contractor shall provide the Government with
field-collected inventory data on a magnetic computer disc, IBM
compatible double-sided, double density 3.5" microcomputer floppy disk.
This data will be entered using the RMSTAND software which will be
provided. Data must be run through the "Edit" portion of the data entry
program before submitting for payment. January 1993 Edition of Standard
Specifications for Stand Exam. Copies may be obtained by contacting the
Region 2, 3 or 4 Regional Offices. The project is primarily located on
the Sacramento Ranger District. However, there are approximately 125
sites (815-820 plots) located on both sides of the City of Ruidoso, New
Mexico that will also be examined. Both areas are on the Lincoln
National Forest. Contract time will be 150 days. The contract is
approximately 2701 points. Contact individual(s) will have the actual
inventory list identifying the location, site, acres, No. of points,
survey method, photo number, and technical specifications for locating
sample points and recording basic data. Most sites (83%) will be
inventoried with a Variable Plot/Fixed Plot (VP/FP) sampling design.
The default BREAKOUT DBH and DRC will be used for all samples. The BAF
of the Variable Plot will be determined by the Contractor, the Fixed
Plot will be 1/300 acre (6.8 foot radius). Seventeen (17%) of the plots
will use a 10th acre fixed plot over a 300th acre fixed plot. This
survey method will be used in the woodland zone (PJ Cover Type) and
sites are identified with a "C" under the column "survey method". Only
one site tree will be required per site and trees will be recorded and
tallied by diameter groups. A fuel residue code (based from a Photo
Series Publication) and depth of duff (inches to bare mineral soil)
will be recorded for each sampled site. List of acceptable codes will
be furnished. Sample point locations will not be provided by the
Government. The contractor will establish point locations to attain the
number of points specified. Each Crew member must be skilled in
herbaceous plant identification in order to identify undesrtory
vegetation necessary for correct plant association designation. 252.06
Field 20 DBH Measured Tree Species: On sites designated as "C" survey
method, trees by species may be grouped and recorded using the
following DBH groups: 0" to 4.9" recorded as 025, 5" to 8.9" recorded
as 070, 9" to 11.9" recorded as 105, 12" to 17.9" recorded as 150, 18"
to 23.9" recorded as 210, 24" to 29.9" recorded as 270, 30"+ recorded
as ACTUAL. The provisions in FAR 52.212-1, Instructions to
Offerors-Commercial Items and 52.212-3, Offerors Representations and
Certifications, Commercial Items, and 52.212-4, Contract Terms and
Conditions, Commercial Items applies to this acquisition. The Clause
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders-Commercial Items applies to this acquisition With
the Following Applicable Clauses Cited in Paragraph (b); 52.203-6,
52.203-10, 52.222-26, 52.222-36, 52.219-14, 52.222-37. In addition, the
following clauses apply: 52.222-41, 52.222-42, 52.222-43. Any responses
