awarded as a fixed-price indefinite quantity contract. (iii) This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46 and Defense
Acquisition Circular 91-12. (iv) This is a 100% small business
set-aside under SIC Code 8734 with a business size of $5.0 million. (v)
The Government intends to award one indefinite quantity contract
consisting of a base year and four option years. (vi) SCHEDULE OF

OPTION YEAR CLIN 0003: Chemical Analysis, 10/1/99 -- 9/30/00, Minimum
260 samples, Maximum 560 samples; OPTION YEAR CLIN 0004: Chemical
Analysis, 10/1/00 -- 9/30/01, Minimum 260 samples, Maximum 560 samples;
and OPTION YEAR: CLIN 0005 Chemical Analysis, 10/1/01- 9/30/02, Minimum
260 samples, Maximum 560 samples. (vii) DESCRIPTION OF SERVICES:
Contractor shall furnish all labor, supervision, facilities, equipment,
supplies, services and incidentals necessary to perform chemical
analyses of Government-furnished/delivered samples of tungsten ores and
concentrates (scheelite, ferberite, huberite and wolframite) as
described herein. Appropriately labeled samples will be supplied by the
Government and delivered directly to the testing laboratory with a DLAH
Form 35, Record of Samples Transmitted & Request for Analyses. Each
sample shall (1) be chemically analyzed for the following elements as
specified by percent by dry weight and (2) indicate the analysis method
used for each element or compound. Testing methods utilized shall be
best commercial practices as approved by DNSC-MQ Analysis procedures
shall not be changed without advance written approval from the
Contracting Officer. The approximate ranges of the elements are as
follows: WO3 65.00%; Sn 1.50%, Cu 0.10%, As 0.10%, Sb 0.05%, Bi 0.10%,
Mo 0.02%, P 0.05%, S 0.50%, Pb 0.10%, Zn 0.10%, Ca 0.50%, Mn
3.00-13.00%, Fe 0.10%, Cr 0.10%, Ba 0.10%, Al 0.10%, Ni 0.10%, Co
0.10%, V 0.10%, Ta 0.10%, Th 0.10%, and U 0.10%. Analysis shall be
completed and results received by the COR via overnight delivery
service within 20 workdays from Contractor's receipt of sample.
Contractor shall submit a typed original & one copy Certificate of
Analysis, in English, containing test results for each sample with
original signature of the analyst including: complete chemical analysis
of elements identified herein, % by dry weight, commodity name, type,
DLA sample ID #, lot #, analysis date, name of analyst, & contract #.
The Government will accept or reject analyses within 5 workdays after
receipt at destination. Contractor shall be paid at the contract unit
price upon acceptance of the analysis for the number of samples
actually analyzed. The analytical samples shall be retained by the
contractor for a period of 180 calendar days after contract completion
and acceptance. Samples may then be disposed of at contractor's
expense. (viii) All Certificate of Analysis information, sample
analysis status, procedures, or results shall be confidential and shall
not be released or discussed without advance written approval of the
Contracting Officer. Contractor may not participate in any subsequent
related sales solicitations. (ix) Contractor may be required to attend
a postaward conference at the contracting activity. (x) Contractor is
cautioned to follow all industry practices for protection of human
health and environment by all those who use, handle, transport, and/or
store material. MSDS will be furnished upon request. (xi) The
following information must be provided with offers: Offerors must
provide names, addresses and phone numbers for a minimum of 3
customers, either Government or commercial that have received similar
services during the past 2 years. (xii) FAR 52.212-1, Instructions to
