COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 8,1997 PSA#1925Department of the Treasury, Bureau of Alcohol, Tobacco and Firearms,
Acquisition Division, Room 3290, 650 Massachusetts Ave., NW,
Washington, DC 20226 66 -- LABORATORY EQUIPMENT POC Kevin Merriweather, 202-927-7716 The
Bureau of Alcohol, Tobacco & Firearms (ATF) has a requirement for the
purchase of 1 EA: High performance electron ionization GC/MS/MS system
complete with integrated gas chromatograph (GC). Two electronic
pressure controlled injectors (one split/splitless and one temperature
programmed split/splitless) installed in GC. Vacuum system pumped by
180 1/sec air cooled diffusion pump. Mass analyzer comprised of a
quadruple ion trap with mass range 10 -- 1000U at unit resolution
across mass range when scanning at greater than 10,000u/second. High
efficiency ion source external to ion trap using replaceable ion
volumes for rapid interchange (less than 5 minutes) between El and Cl.
Solids -- probe inlet system through an integrated interlock also used
for ion volume insertion and removal. Solids probe is inserted into MS
without GC removal or otherwise changing GC. Source design featuring
plug-in filament cartridges. Ultra- SIM capability allowing user --
selected multiple ion monitoring which is changeable scan to scan.
Positive and negative ions detected by ceramic cartridge plug-in
electron multiplier with +/- 15kV conversion dynode and zero noise
detection electronics. Self contained ion gauge with integrated output
for data system display and recording of operational pressures.
Gateway 2000 data system with 120MHZ pentium CPU. ISA/PCI bus, 16mb
memory, 1.6GB IDE disk drive, 3.5" diskette drive, 8x cd-rom, 15" super
VGA high resolution color monitor, mouse and Microsoft operating
system. DS includes full GC/MS control and data analysis package. A200s
autosampler with 1.5ml x 105 vial sample tray. NIST 62,000
non-duplicate and 12,000 additional duplicate compound mass spectral
library on cd-rom. GC/MS sensitivity (El) splitless injection of 10 pg
of decafluorobenzophenone produces S/N at least 25:1 when a full
spectrum from 60 -- 400u is continuously acquired with 0.5 second cycle
time. (Pos Cl) Splitless injection of 100 pg DFBP, S/N for (M+H) at m/z
363 is at least 10:1 for m/z 60 -- 400 scan with 0.5 second cycle time.
(M+29) must be observable. (NlCl) 1 pg DFBP S/N for M -- is at least
50:1 for 60 -- 400u scan with 0.5 second cycle time. MS/MS:100 pg DFPB
by Pos Cl GC/MS produces S/N 10:1 for 195 production at M/Z 363 in
production mode scanned 100 -- 400u in 0.5 second. Full demonstration
of specifications shall be given prior to award. 90 day warranty on all
items required. Simplified Acquisition Procedures will be used for this
requirement. All quotes must be received with 15 days of the
publication date of this notice. No RFQ is available for this
requirement. Basis for award will be ability to meet specified
requirements at a price that is determined to be fair and reasonable.
Awardee must complete an SF3381, ACH Vendor/ Miscellaneous Payment
Enrollment form, for payment via electronic funds transfer.*****
