This request for proposal (RFP) is for the acquisition of a commercially available Property Management System (PMS), Central Reservation System (CRS) and a Corporate Headquarters' System (CHS) software package for the Air Force, Navy and Marines also referred to as the Joint Services. A firm-fixed price requirements type contract is being contemplated. The software will be used at approximately 250 properties worldwide. Included in this requirement are the following software interfaces, 1) Call accounting; 2) Telephone; 3) Key Lock System; 4) Point-of-Sale 5) Credit Card 6) Smart Card 7) Movie & Guest 8) Voice Mail 9) Energy Management 10) In Room Safe. The Air Force Lodging, Navy Bachelor Housing Program Management Office, and the Marine Headquarters provide temporary (hotel operations) and permanent (college-like operation) housing for Department of Defense personnel worldwide. The locations vary in size from 0 to 8000 rooms with a possible range of 40 to 28,000 bed spaces. The properties that have 0 rooms are systems located at Headquarters locations. Some properties have more than one front desk. Operations are common among all services and are similar to that of a commercial industry hotel operation. The Navy uses a Central Reservation System (CRS) provided by the Commercial Travel Office (CTO), currently operated by the Scheduled Airline Travel Office (SATO). The Joint Services intend to procure a CRS and the Air Force also intends to purchase a Corporate Headquarters System (CHS) within this solicitation. The Joint Services require that the CRS have the capability of being interfaced with airline reservation systems. Any proposed system must be Windows based technology with a graphical user interface. It must operate in an open system, multi-user concept allowing for the procurement of commercially available hardware. The system must use a fully integrated client-server based technology and maintain compatibility with all Microsoft Windows programming standards. The software must run on any or all of the following operating systems: UNIX, Netware or Windows NT. Software integration, installation, training, and maintenance are also required. Offerors may be required to attend a pre-proposal conference, the time and place of which will be cited at the time the solicitation is issued. In addition, as part of the technical evaluations, offerors remaining in the competitive range may be asked to demonstrate their product's capabilities to members of the Joint Services' technical evaluation team. Time and place of demonstrations will be provided at a date later than the solicitation issuance. The resulting contract shall be awarded to a single offeror who demonstrates the technically acceptable low offer and shall contain a basic year with four option years.
