notice is to provide supplemental technical information, item
description information, and evaluation criteria on the supervisory
control and data acquisition system (SCADA) for Kadena Air Base,
Okinawa, Japan previously synopsized in the Commerce Business Daily on
15 Aug 97 for Solicitation #F62321-97QS601. In accordance with FAR
12.6, this acquisition was prepared using the combined
synopsis/solicitation. The combined synopsis/solicitation published in
the Commerce Business Daily on 15 Aug 97 and this supplemental notice
are the only written publications. THERE IS NO WRITTEN SOLICITATION
AVAIALABLE. The SCADA system will be used to remotely control 19 high
voltage vacuum fault interrupter (VFI) switches. System will be used to
open/close and retrieve current/voltage data. Cooper Power Systems
manufactured the initial 19 VFI's. The models are Cooper Power Systems
Model-K POVF-531 (15 units) and Model KPOVF-731 (4 units). All
switches will be equipped with the ETC controller. Switches will be
located at seven remote locations with the following configuration:
Site 1: 2 ea. 731's; Site 2: 6 ea. 531's; Site 3: 4 ea. 531's; Site 4:
1 ea. 531; Site 5: 1 ea. 531; Site 6: 3 ea. 531's; 1 ea. 731; Site 7:
1 ea. 731. System will be linked to switches via communication lines.
System must allow for expansion and be open architecture. The
following information is provided to change and add information to the
previous item description: The two printers provided shall be at least
one black and white laser printer and one color laser printer. Training
must include RTU service and operation, database and display editing,
advanced graphics, system administration, and advanced system
administration. On-site technical support shall be for no less than 3
days. System shall be linked be linked via government fiber optic cable
AND existing government telephone lines through remote terminal units.
The latest delivery date of 31 Dec 97 is changed to the earliest the
contractor can deliver. The provision at FAR52.212-2, Evaluation --
Commercial Items (Oct 1995) is added to the solicitation/synopsis
published on 15 Aug 97, applies to this acquisition, and is
incorporated in full text in the following: (a) The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate offers: All offerors should
demonstrate how they would meet these criteria. Offerors shall use the
guidelines in the combined synopsis/solicitation and this notice to
quote on an item that meets or exceeds the needs of the government
while at the same time provides the best overall value in accordance
with the following criteria. TECHNICAL: a. Flexibility: Capability of
controlling and retrieving data from switches supplied by multiple
vendors. b. Compatibility: Ability of the system to import and export
data from base computer system via the baseLAN (Novell NetWare). c.
Expandability: Ability of the system's hardware/software to meet the
initial requirements and to expand over time to meet new SCADA
requirements as the system expands in scope or when new
hardware/software are developed. TRAINING: Training offered provides
sufficient exposure to insure trainees are qualified to operate and
maintain system. This training may be accomplished at the vendor's
facility using an identical system. WARRANTY: Coverage for timely
repairs under warranty at low or no cost to the government. ON-SITE
TECHNICAL SUPPORT AND START-UP ASSISTANCE: a. Vendor provided qualified
technician for initial set-up prior to acceptance. b. Length of on-site
assistance. OPERATIONAL AND MAINTENANCE SUPPORT DOCUMENTATION: Complete
operational and maintenance manuals and updates at no cost / videos.
PAST PERFORMANCE: Demonstrated experience with similar systems at the
federal, private and international levels. OPERATIONAL ASSISTANCE:
Vendor provided operational and technical assistance during normal
business hours via e-mail, telephone, or on-line assistance on the
Internet at no cost to the government. PRICE: Total costs will be
