synopsis/solicitation for commercial items perpared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in the notice. This announcement constitutes the
only written solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
1422E930Q97-0032 and is being issued as a request for quotations. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This is a 100%
set aside for small business; SIC code is 2822 and size standard is
1000 employees. This requirement is for a firm fixed price contract for
LINE ITEM #1: .036 mil hypalon sheet 68.79' x 160' (2 each); LINE ITEM
#2: .036 mil hypalon sheet 50.05' x 70' (4 each); LINE ITEM #3: D-3
hypalon adhesive (2 gallons); LINE ITEM #4: 2" x 90 degree pipe boots
w/stainless steel clamps (2 each); LINE ITEM #5: 6" x 45 degree pipe
boots w/stainless steel clamps (6 each). Delivery to Lewistown,
Montana. DESCRIPTION -- SPECIFICATIONS: ITEM #1 -- Water Catchment
basin lining, 36 mil reinforced Hypalon ground cover, 68.79' x 160'
single panel which shall be one-piece fabrication. The reinforced
Hypalon used shall be in accordance with the specifications contained
in Item 4 below. ITEM #2 -- Sheets for 60,000 gallon storage bags,
50.05' x 70', 36 mil reinforced Hypalon. The reinforced Hypalon used in
accordance with the specifications contained in Item 4 belown. ITEM #3
-- Hypalon splice cement. The splice cement shall consist of a minimum
of 10% (by weight) Hypalon based compound dissolved in Trichlorethylene
or perchlorethylene. The contractor may supply the cement tailored to
his own formulation. Contractor must furnish the Materials Safety Data
Sheet (MSDS) with this item. ITEM #4 -- The reinforced Hypalon
supplied must have the following physical properties: 1) 36.0 Gauge
(Mils Nominal); 2) 1.0 Plies, Reinforcing, 10 x 10 1000d Polyester; 3)
Thickness, Minimum Mils Overall 34.0 and Over scrim 11.0, ASTM D751

Strength (factory seam, breaking factor, ppi width), ASTM D751,
Modified. **Factory bonded seam strength is the responsibility of the
fabricator. ITEM #5 -- Copies of the referenced
specifications/standards referred to herein may be procured by the
Contractor, from the following: ASTM American Society for Testing and
Materials, 1916 Race Street, Philadelphia, PA 19103. PACKAGING AND
MARKING -- Hypalon sheets shall be folded 5' TO 7' wide, so it can be
dispensed in rectangular folds. The Hypalon shall be placed on pallets,
covered with heavy duty corrugated fiberboard, and banded insuring safe
delivery to the destination. All other supplies shall be preserved and
packaged to ensure that no items are damaged. Contractor shall be
responsible forall damage during transit. DELIVERY -- required by
December 1, 1997. The required items shall be delivered FOB
destination. Delivery shall be made between the hours of 8:00 a.m. and
3:30 p.m., Monday through Friday, holidays excluded. Delivery shall be
made to: Bureau of Land Management, Airport Road, Lewistown, Montana.
PROVISIONS -- FAR Provision 52.212-1, Instructions of Offerors --
Commercial, applies to this acquisition, with the following addenda:
Per FAR 12.603(b) the SF1449 is not used. AWARD: Offers will be
received on an all or none basis. Award will be made to the lowest
responsive and responsible offeror based upon the unit price quoted.
Offerors shall include a completed copy of the FAR provision at
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with their offer. FAR clause 52.212-4 Contract Terms and
Conditions -- Commercial Items, applies to this acquisition, with the
following addenda; FAR 52.204-6 Contractor Indentification Number --
Data Universal Numbering System (DUNS) number. FAR Clause 52.212-1,
Instructions to Offerors -- Commercial Items. FAR Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or

received on or before Close of Business, September 18, 1997.
Solicitation is a Request for Quotations to be awarded on a purchase
order. Quotations sent via the US Postal Service should be mailed to
Bureau of Land Management, PO Box 36800, Billings, MT 59107-6800. All
RFQs not sent through the US Mail will be considered hand carried and
direct delivered. Hand carried RFQs must be delivered directly to
Bureau of Land Management, 222 North 32nd Street, Billings, Montana
59101. All responsible sources may submit a quote which will be
