Operation and Management support in accordance with the following
information: On 19 Sep 96, it was announced under the direction of the
department of Defense/Department of the Air Force, that Military
Family Housing Management (MFHM) at Elmendorf AFB, Alaska is to be the
subject of an A-76 Cost Comparison Study. The Federal policy for the
performance or recurring commercial activities was established in the
1993 Office of Management and Budget (OMB) C ircular A-76 "Performance
of Commercial Activities." The intent of the program is to determine
the most efficient and effective method of providing services. The
study will determine whether commercial activities should be performed
under contract or in-house with government personnel. Based on this
program sources are sought for commercial performance of Housing
Management functions at Elmendorf AFB, Alaska. The contractor shall
provide all ! personnel, equipment, tools, mater ials, vehicles,
supervision and other items andservices necessary to perform all
housing management tasks and functions. Operation for the Housing
Management Functions shall consist of, but not be limited to, (1)
Provide Management and Administrative Support for Housing Management
Functions, (2) Work Force Interaction, day to day interface with other
government work centers on the base. Topics for interface include but
are not limited to issues pertaining to real prope rty, engineering
(reviewing designs and pre-final construction inspections),
environmental (storage, handling, disposal of hazardous waste, asbestos
abatement, lead abatement) and fire department, (3) Housing Management
General Taskings, assure maximum utilization of housing resources and
supervise and administer the occupancy, assignment and termination of
housing, (4) Financial Management, provide inputs to the civil
engineer resources division for annu! al budget calls and mid-year
statu s reports also monitor the budget and provide justification for
any changes, additions and deletions, (5) Reports and Surveys, (6)
Military Family Housing Assignment and Termination, (7) Housing
Requirements, work through MAJCOM housing office to maintain a current,
not older than 3 years, Housing Market Analysis, (8) General Officer
Quarters (GOQ) Cost Report Validation, (9) Manage Off-Base Housing
Program, maintaining listing of sales and rentals, liaison with
agencies, provide housing referral, home buyers seminars and
personalized assistance and counseling in off-base housing matters,
(10) Management of Unaccompanied Housing (UH), (11) Commander's
Interest Program, conduct or attend meetings to include Newcomer's
Orientation or personnel in/out processing, Family Advocacy Council,
Financial Working Group and other meetings as required, (12) Manage,
Administer and Operate the Furnishings Management Function. The
duration of th! e contract, to include all options, is anticipated to
be five (5) years. The contract type will be Firm-Fixed Price with
Award Fee and Cost Reimbursable Line Items. The Request for Proposal
(RFP) is scheduled for release on or about 10 Feb 98. Please note, this
synopsis is for informational purposes only and is not considered to be
a commitment by the government. The government does not intent to pay
for any information or inquiry submitted as a result of this synopsis.

services that have been contracted for within the past three years and
explain how the services are commensurate with the services described
in this synopsis. Two copies of all correspondence is required. Resp!
ondents should also indicate wheth er they are a small business or a
disadvantaged business concern (SIC Code 6531). Depending on the
responses to this synopsis, this procurement may be determined to be a
