C -- A/E SERVICES FOR DESIGN OF QUALIFICATION TRAINING RANGE, FT KNOX, KY SOL W22W9K72457734 POC Contract Specialist, Debra Bruner, (502) 582-5926 1. GENERAL IINFORMATION: The proposed services will be obtained by a negotiated Firm Fixed-Price Contract. The estimated construction cost is between $5M and $10 M. Estimated starting and completion dates are 1 December 1997 and 30 June 1998 respectively. 2.PROJECT INFORMATION: The project is for modernization of the Heins Rifle Record Fire Range to a new standard Qualification Training Range with a total of 28 firing lanes. Primary facilities include all construction within the perimeter of the range complex and consist of 2 moving and 35 stationary armor target emplacements, 7 lightweight moving target system emplacements, 10 moving and 286 stationary infantry target emplacements, 3 control towers, headquarters building, 2 general instruction buildings, range support building, 3 latrines, male/female, 3 ammunition breakdown buildings, 3 bleacher enclosures, 2 covered mess, vehicle staging area, primary and secondary power and data distribution system, foxholes, personnel and vehicle firing positions,vehicle range access roads, target service roads, target maintenance trails, limit markers, lane markers, site improvements, earthwork, site drainage, range flagpole, erosion control, and information systems. Local IDS is also included. HVAC (13 tons) is included for control towers, headquarters building, and range support building. Computer office HVAC will be by self-contained systems. Mechanical ventilation: 12,000 CFM. Supporting facilities include all construction outside the perimeter of the range complex and consist of electrical service, demolition of existing electrical service, security fencing, area and security lighting, electrical transformers, parking area, storm drainage, fencing, information systems, site improvements, demo 13 buildings (5,371 SF), gas storage tanks, asbestos removal, shower/latrine building, tent pads, and paint storage/shop building. Dud clearance is required and will be performed by military labor. 3. SELECTION CRITERIA: Submittals will be evaluated against the general evaluation factors listed in Note 24 in descending order of importance. Items (a) through (d) are primary selection criteria, (e) and (f) are secondary criteria. Experience with design of multi-purpose training ranges (MPTR) is mandatory and will be critical in the selection criteria and must be included in the SF 255. Specific requirements for this project are as follows and also must be identified in the SF 255: a. Professional Qualifications of the key management and technical personnel to include appropriate education, training, registration/certification, overall and relevant experience for the following personnel must be documented in resumes: Two resumes are required for personnel in the following fields: Civil, Architectural, Hydraulic, Electrical, Mechanical, Structural, Geotechnical and Cost Engineering. Resumes must identify project assignment and the SF255 must indicate two architects, and two engineers in each required discipline, with at least one in each field professionally registered. Firms shall indicate how Life Safety and Fire Protection will be addressed. The use of the Specsintact system is recommended for preparation of the specifications. Construction cost estimating shall be accomplished using the Micro-computer Aided Cost Estimating System M-CACES software, and proficiency in the use of this system shall be documented in the SF 255. The MS-DOS compatible M-CACES software and database will be furnished to the AE. Proficiency in asbestos sampling and analysis is required and shall be indicated. All assigned field inspectors shall be indicated by resume in the SF 255 and show evidence of successful testing and satisfactory completion of EPA approved courses for building inspectors and asbestos management planners. The sample analysis shall be performed by a laboratory documented as having an accreditation in Bulk Asbestos Fiber Analysis given by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP). Evidence of successful participation in the Proficiency Analytical Testing (PAT) program of this agency shall be indicated. Proficiency in lead paint sampling and analysis is required and shall be indicated. The lead paint survey and abatement strategy shall be according to HUD 1990 Interim Guidelines and Army Tech Note 420-70-2. The lead survey team shall consist of a Certified Industrial Hygienist (CIH) who need not be in the field, a Lead Inspector, and an X-ray fluorescence (XRF) operator. The survey and a report shall be under the general supervision of the CIH, who shall be certified by the American Board of Industrial Hygienists (ABIH). The Lead Inspector shall have received formal training in lead abatement courses conducted by either University of Maryland, Georgia Tech Research Institute, the National Association of Housing and Redevelopment Officials, or other judged equivalent by the Corps. The XRF Operator shall be factory-trained and certified on the XRF instrument used, and possess a state nuclear license. The testing lab shall be listed in Appendix 8 of the HUD Guidelines. The survey team shall be experienced and regularly employed in such work. The qualifications, certifications, and experience of the lead paint survey team and lab shall be shown in the SF 255. A formalized project- specific Quality Control (QC) Plan must be prepared and submitted identifying the process that the prime firm and consultants will follow to minimize errors and omissions for the activities as specified above. The QC Plan will be considered as part of the evaluation factor relating to past performance. b. Specialized Experience: Specialized experience and technical competence of the firm and the proposed team in the performance of design of Multi-Purpose Training Ranges (MPTR). c. Capacity of the firm to complete the work in the required time. d. Past Performance with respect to cost control, quality of work and compliance with performance schedules on DOD and non- DOD contracts. e. Geographical location and knowledge of locality of theproject. f. Volume of DOD contracts awarded within the last twelve months as described in Note 24. Only resumes identifying the professionalism and specialized experience of the design group are necessary. Other available personnel may be specified in paragraph 10 of the SF 255. 4. SUBMITTAL REQUIREMENTS: a. See Note 24 for general submission requirements. Firms which are interested and meet the requirements described in this announcement are invited to submit one completed SF 255 (Revision 11-92), U.S. Government A/E and Related Services for Specific Projects to the office shown above. SF 255 (Revision 10-83) is obsolete and only the 11-92 edition of SF 255 will be accepted. All responses on SF 255 to this announcement must be received no later than 4:30 pm Local Time on the 30th calendar day after the date of this publication to be considered for selection. The day following this CBD announcement counts as day number 1. If the 30th day falls on Saturday, Sunday or a U.S. Government holiday, the deadline isthe close of business on the next Government business day. b. It is requested that interested firms list the fee amount and date of all DOD contracts awarded during the last 12 months to the firms and all subsidiaries in Block 9 of the SF 255. c. Responding firms must submit a current and accurate SF 254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, must also furnish a completed SF 254. If a SF 254 is included, only the 11-92 edition of the form will be accepted. The business size status (large, small and/or minority) should be indicated in Block 3 of the SF 255. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal years do not exceed $2.5 million. d. No other information including pamphlets or booklets is requested or required. e.
