(404) 842-6786 The Centers for Disease Control and Prevention (CDC)
contemplates making multiple award of task order type contracts
covering the acquisition of (1) scientific and technical assistance in
the development, assessment and/or application of statistical,
epidemiologic, and other analytic methods and (2) analytic consultation
for specific surveillance and epidemiologic needs, within the context
of the field of public health. Contractual support would be obtained on
an as-needed basis in the form of product and term type task orders
issued by the Government. Task orders will cover a wide range of
statistical and epidemiologic analytical support including in
particular the development/assessment of public health surveillance
project components such as statistical and epidemiologic analyses and
sampling scheme. Contractor staff will be responsible for the conduct
of investigations and evaluations utilizing presently employed and
known alternative analytic methodologies in studies or surveillance of
adverse health outcomes as well as for recommendations as to
appropriate methodologies. The purpose of this notice is to, pursuant
to Federal Acquisition Regulation (FAR) 19.202-1, ascertain the
existence of qualified sources within the small business community who
can provide the type and degree of range of services required by the
Government in the area of analytic methods as described above. The SIC
code for this activity is 8733 and the size standard is $5 million.
Respondents must demonstrate the capability and expertise (both in
terms of individual personnel and as an organization) to develop,
implement and evaluate statistical, epidemiologic and other analytic
methodologies for use on public health data. Tasks issued under a
resultant contract are expected to involve complex and unique
methodologies as well as the innovative application of existing
methodologies, most or all of which will require software development
and/or implementation of software utilizing such programs as: SAS,
BMDP, SPSS, SESUDAAN, SUDAAN, S- Plus, Epi-Info, FORTRAN, Turbo Pascal,
and IMSL. Also within its response to this notice, organizations should
address management of prior contract activities similar to the range of
services to be performed under the resultant contract discussed above,
and more particularly the previous experience of key personnel with
contracts involving statistical analysis, analytical method development
and survey/epidemiologic study design especially among projects
requiring interdiciplinary teams and/or the management thereof.
Organizations should demonstrate access to or establishment of a
network of recognized practicing consultants in the fields of
statistics, epidemiology and environmental hazard identification,
especially those with interdisciplinary backgrounds. Lastly,
organizations should address the current state of the field of
analytical methods including in particular statistics, developments
pertaining to the collection/interpretation of health (particularly
public health) data and where the application of these developments/new
science would be appropriate within a public health setting. The
Government will focus on information that demonstrates performance
relative to the size and complexity of the procurement under
consideration. By "complexity" the Government will pay particular
attention to those contracts requiring the range of services required,
the degree of expertise needed to carry out such contracts, the nature
and size of the data maintained as well as how the data was used, the
size of staff needed, the level of reporting and/or record maintenance
quality assurance/quality control requirements and the technology
and/or facilities/hardware required. Responses to the above
requirements should be no longer than 50 pages (excluding curriculum
vitaes of current staff, financial reports, and information pertaining
to corporate experience as described above. Organizations should
provide project/contract numbers as well as the name and telephone
number of contacts knowledgeable about the organization's participation
within such projects. Organizations should also denote where its
participation was as a primary contractor, a subcontractor and the
relationship of any current staff member to referenced projects.
Organizations are encouraged to provide examples of reports or other
outputs representative of its capabilities in the area of analytic
methods and the application thereof. Respondents should also
demonstrate viable financial capacity necessary to establish, maintain,
and operate the contract, including management of indirect cost pools,
timely payment of vendors and subcontractors, and acquisition of
necessary equipment. In particular, organizations should provide to the
Government, as part of their response, a copy of its most recent (D&B)
Dun & Bradstreet Business Background Report. If a D&B background
report is not available, organizations should provide a current
certified financial report detailing present obligations and assets of
the organization. No facsimile responses will be accepted. All
responses should clearly note the acquisition number 200-97-0631(P). To
allow the Government sufficient time to assess the capacity of the
small business community to successfully meet the Government's
requirements in this area, responses should be delivered to the
