OR SOLICITATION AVAILABLE AT THIS TIME.THIS IS A MARKET SEARCH WHEREBY
THE GOVERNMENT IS SEEKING WRITTEN INFORMATION ONLY. The Environmental
Protection Agency (EPA) is performing a "market search" for a
contractor to provide technical and regulatory support services to the
EPA Office of Water (OW), Health and Ecological Criteria
Division(HECD), Office of Science and Technology (OST), during the
development of human health criteria, ecological criteria, health
advisories, and pollutant limits, with an emphasis on ecological
criteria. Criteria are developed under the authority of both the Clean
Water Act and Safe Drinking Water Act. The successful contractor will
supply all necessary labor, material, services, equipment, and
facilities in support of the effort delineated by the statement of
work. The successful contractor will be expected to provide technical
support services to the Agency in the following task areas: conducting
literature searches, conducting risk assessments, performing
statistical analyses, evaluating methodologies for criteria
development, evaluating pollutants selected for review by EPA,
evaluating risk assessment endpoints, assessing the impact of criteria
on sensitive populations, preparing criteria documents, preparing
health advisories, preparing technical guidance documents, preparing
technical support documents for regulatory requirements, analyzing
samples for chemicals or microorganisms, evaluating procedures for
bioassay and toxicity testing, validating analytical methods for
chemicals or microorganisms, conducting laboratory and field studies,
preparing the index of references for proposed and final regulations,
summarizing comments on proposed regulations, estimating the costs and
benefits of proposed and final regulations, and preparing presentation
materials. Criteria may be developed for surface water (i.e., water
quality criteria), drinking water (i.e., maximum contaminant level
goal), microorganisms, sewage sludge (i.e., pollutant limits),
wildlife, sediment, wetlands, nutrients, and biological communities.
The applicable SIC Code is 8999 with a size standard of $5 million in
average annual receipts over the preceding three years. It is
anticipated that an indefinite delivery/indefinite quantity contract
will result from the award of this solicitation. The Government
anticipates a total maximum potential level of effort of 98,000 direct
labor hours over sixty months. ANY INTERESTED FIRM SHOULD SUBMIT A
CAPABILITY STATEMENT WHICH DEMONSTRATES THE FIRM'S ABILITY TO SUPPORT
THIS EFFORT. FIRMS SHALL INDICATE THEIR SIZE STATUS FOR THE ABOVE
REFERENCED SIC CODE (LARGE, SMALL, 8(a) SMALL DISADVANTAGED). THE
DEADLINE FOR SUBMISSION OF THE CAPABILITY STATEMENT IS 9/19/97. THIS
DOCUMENTATION SHOULD BE SUBMITTED IN DUPLICATE TO NORM WHITE, OSDBU, 25
W. MARTIN LUTHER KING DRIVE, CINCINNATI, OH 45268. IT IS ANTICIPATED
