W -- EQUIPMENT RENTAL WITH OPERATOR SOL R6-97-890 DUE 091897 POC Procurement and Property Management, (503) 808-2581 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This requirement is 100% set-aside for small businesses. The standard industrial classification is 7353; Small Business Size Standard of $5.0 million, average annual receipts for the preceding 3 fiscal years. This requirement will result in a requirements-type contract (multiple awards may be made) for one year with one option renewal period. DESCRIPTION: Equipment with operator to be utilized in support of the Columbia River Gorge National Scenic Area's (CRGNSA) road maintenance and facility cleanup programs. Projects will all be within the boundaries of the CRGNSA. As specific projects arise, task orders will be negotiated (at rates specified within the contract) and task orders issued. Task orders may be for personal service (measurement/payment based on actual hours of work) or non-personal service (firm, fixed price for a specific project). No minimum contract amount is guaranteed; however, all needs for equipment covered by the contract will be ordered from the contractor, or contract pool should multiple awards be made. For each item following, with the exception of Item 11 (which is set at the hourly rate shown), offerors should provide unit and total prices. For all equipment, also provide a complete description (make, model, year, serial number, accessories, and current value). Quantities shown are estimates for FY 1998 projects and ARE NOT GUARANTEED. Unit prices quoted for equipment should include all operating supplies. MOBILIZATION AND DEMOBILIZATION COSTS: Mobilization anddemobilization of equipment transportable under its own power (Items 1 and 2) will be paid at the equipment's hourly rate, (from the Contractor's facility OR location at time of order, to the CRGNSA project site, and return to the Contractor's facility). Unit price quoted for ITEM NO. 12, mobilization/< demobilization of equipment not transportable under its own power, should include ALL costs associated with transporting the piece of equipment from the Contractor's facility to ANY SITE WITHIN THE CRGNSA, on-site storage/< safekeeping of the equipment, and return to the Contractor's facility. Associated costs would include, but are not limited to: lowboys, permits, communications, flaggers, signing, barricades, etc. ITEM NO. 1: One 10 C.Y. dump truck, with operator -- estimated 30 hours; ITEM NO. 2: One 10 C.Y. dump truck and pup, with operator -- estimated 30 hours; ITEM NO. 3: One 1.25 C.Y. rubber tired backhoe with front end loader, four wheel drive, and operator - estimated 20 hours; ITEM NO. 4: One road grader, 14G or equivalent, with operator -- estimated 30 hours; ITEM NO. 5: One dozer, Cat D6 or equivalent, with blade and operator -- estimated 12 hours; ITEM NO. 6: One dozer, Cat D4 or equivalent, with blade and operator -- estimated 16 hours; ITEM NO. 7: One 3.25 C.Y. front end loader with operator -- estimated 16 hours; ITEM NO. 8: One vibratory roller, 8-10 ton smooth drum, self propelled, with operator - estimated 8 hours; ITEM NO. 9: One brush mower, 68", with operator -- estimated 16 hours; ITEM NO. 10: One track-mounted excavator, Cat 225B or equivalent, 1.25 C.Y., with operator -- estimated 40 hours; ITEM NO. 11: Laborer, per prevailing Department of Labor Wage Determination #94-2441, occupation code 23470, $8.80 per hour ($7.64 base; $1.16 fringes) -- estimated 56 hours; ITEM NO. 12: Mobilization/demobilization of equipment not transportable under its own power (Items 3 through 10) -- estimated 10 round trips. Option year pricing: Should the Government renew the option for the second year, unit prices will be renegotiated prior to renewal. The Contractor is responsible for operating all equipment in a manner that is safe and within the capabilities of the equipment specified. Work will be performed as specified within each task order. Measurement for personal service task orders will be by actual quantity of machine hours, to the nearest half hour that the equipment is in actual operation in performance of authorized Government work. Non-productive time such as, but not limited to, lack of operating supplies or qualified operator, servicing time, time lost by reason of breakdown or being stuck, shall not constitute actual hours of operation. Should repairs be needed on equipment, such repairs shall be accomplished or equipment be replaced (with a comparable piece of equipment) within 24 hours, at no additional cost to the Government. The Government will award contract(s) to the responsible offeror(s) whose quotation conforming to the solicitation is most advantageous to the Government -- price and other factors considered. The following factors will be used to evaluate quotations: (1) Past performance (quality, customer satisfaction, cost control, business relations, timeliness of performance); (2) location (as it relates to availability of equipment); and (3) price. Award may not be made to the lowest price. Offerors should address, with their quotation, location (of equipment and of their office) and should provide a listing of major contracts completed in the last 3 years for similar work (include project name/identification, contact name and telephone number). Should multiple awards be made, task order selection of a Contractor from the contract pool will be based on: equipment needed, availability, location of equipment/ability to respond within the timeframe required, price. Normal response time, after a task order has been received by the Contractor, is 24 hours. However, in unusual circumstances, a shorter response time (6 hours minimum) may be required.
