sought to construct a Consolidated Aircraft MaintenanceTraining
Facility at the Marine Corps Base, Camp Pendleton, California. The work
includes the construction of the following facilities including all
incidental related work: Three story steel frame building complete with
concrete caissons and floor slabs, preformed metal siding, steel stud
and wallboard interior partitions, hydraulic elevator, plumbing, fire
extinguishing, heating and ventilating, electrical lighting and power,
telephone, intercom, and fire alarm systems. Exterior site work
include asphalt concrete paving, concrete curbs and gutters, and
extension of existing sewer, water, storm drainage, UG electrical, and
gas services. The selected proposal is the proposal that is considered
most advantageous to the Government considering "Price" and "Technical"
evaluation factors. The following evaluation criteria has been
established: (1) Price (2) Past Performance with the following
subfactors: (2.1) Quality work/timeliness (2.2) Management
effectiveness (2.3) Similarity of experience (2.4) Customer
satisfaction (3) Specialized Experience/Qualifications with the
following subfactors: (3.1) The number and quality of projects (3.2)
Specialized experience/quality of personnel (3.3) Capacity to perform.
This is not a public bid opening. The estimated cost is between
$1,000,000.00 and $5,000,000.00. This is a firm fixed price
construction contract. Proposals will be considered from all
responsible sources. This project is untrestricted. The Standard
Industrial Code is 1542 and the annual size standard is $17 Million. It
is recommended the subcontracting plan goals reflect a minimum goal of
5% for Small Disadvantaged Business Subcontracting efforts. Plan
Holders lists will not be faxed. Telephone requests will not be
accepted. Potential bidders should request in writing stating RFP
number N68711-97-R-7635, with complet name, address, area code and
phone number and whether bidding as a prime/subcontractor/supplier.
There will be a charge for plans and specs that is yet to be
determined. Please call Plan Issue at (619)532-2082 for the cost of
plans and specs for this project. The only methods of payment are VISA,
MASTERCARD, CASHIERS CHECKS or MONEY ORDERS. Cashiers Checks and Money
Orders are to be made out to DEFENSE PRINTING SERVICE. FEES ARE NOT
REFUNDABLE. Mail requests to Southwest Division, Naval Facilities

132, San Diego, CA 92132-5187. Request for plans and specs can be faxed
to (619) 532-2083, however, requests will not be processed until your
method of payment has been received by this office. Submit one (1)
check per project. Solicitation packages are limited to two (2) per
prime and one (1) per subcontractor/supplier. Plans and specifications
