(360) 396-0240 PRE-SOLICITATION NOTICE. This procurement consists of
one solicitation with the intent to award three Fixed-Price Indefinite
Delivery Indefinite Quantity (IDIQ) Multiple Award Construction
Contracts (excluding family housing). The contracts will provide for
construction services for new construction, renovation, alteration, and
repair work at various locations serviced by Engineering Field
Activity, Northwest, including but not limited to, the States of
Washington, Oregon, Idaho and Montana. The Government reserves the
right to award fewer than or more than three contracts under this
solicitation, or to award only the seed project identified in the
Request For Proposal (RFP) as a single project contract. Award of the
basic multiple award construction contracts will be made to those
responsible offerors whose proposals conforming to the solicitation are
determined to be the most advantageous to the Government considering
technical/management, subcontracting, and price factors. The aggregate
of technical/management factors is more important than the
subcontracting factor, and the subcontracting factor is more important
than the price (with price being the price of the seed project). The
technical/management factors listed in descending order of importance
are: (1) Past Performance, (2) Company Experience, (3) Management
Approach, (4) Key Contract Personnel and (5) Seed Project Approach. A
combination of written proposal and oral presentation will be used to
evaluate offers. The contract period will be for one base year with two
one-year option periods. The total maximum contract value for the base
term and all options for the aggregate of all three IDIQ contracts
awarded as a result of this RFP is $100,000,000.00. The three Best
Value contractors will receive either the seed project, which will
serve as the minimum guarantee for that contract, or one of two other
contracts with a minimum guarantee of $100,000.00 for the base year.
The seed project has been identified as MCON P-100 ELECTRONIC COMBAT
TRAINING FACILITY AT NAS WHIDBEY ISLAND, OAK HARBOR, WA. The estimated
cost of construction for this fully designed project is between
$500,000.00 and $1,000,000.00. After award of the basic IDIQ contracts,
each awardee shall be provided a fair opportunity to be considered for
each task order. Each task order will be competed on the basis of
price, best value, or technically acceptable low-price selection
procedures. Award factors will vary depending on the unique
requirements of each task order. The selected contractors will be
required to participate in all site walk-throughs, and to submit
proposals on individual task orders. ONLY the selected contractors will
be permitted to propose on task orders under these IDIQ contracts.
Proposals from other contractors will NOT be accepted. Task orders may
include 100% design, performance-oriented, or design-build scopes of
work, or a combination thereof. This solicitation will be available on
or about 8 October 1997. A PRE-PROPOSAL CONFERENCE IS TENTATIVELY
SCHEDULED FOR 23 OCTOBER 1997. This solicitation will be available ONLY
in electronic format (CD ROM). Paper solicitations will NOT be issued.
All software necessary to view and print the Information to Offerors,
Standard Form 1442, provisions and clauses, and specification and
drawings will be included on the CD. Minimum suggested system
requirements to view the solicitation on CD are 486 or greater, 16MB of
RAM, and compact disk drive. Notification of amendments shall be made
on printed paper only. There will be a non-refundable charge of $33.00
for each CD requested. The solicitation may be obtained by submitting
a request to: Defense Automated Printing Service (DAPS), 1100 Hunley
Road, Suite 108, Naval Submarine Base, Bangor, Silverdale, WA
98315-5740. All requests for this solicitation MUST include: (1)
Solicitation Number and title, (2) Name, Address and Phone number of
company, (3) Identify whether firm is a Prime or Sub/Supplier, (4)
Indicate whether firm is a Small Business, Small Disadvantaged
Business, or Large Business, and if firm is a Women-Owned Business, (5)
Whether contractor will pick up solicitation or request the
solicitation to be mailed, (6) Number of copies of CD's requested, (7)
Method of Payment: NO cash, company or personal checks will be
accepted. MasterCard or VISA credit card is preferred (include account
number and expiration date). Will accept cashier's check or money
order made payable to U.S. Treasury. Requests may also be sumbitted via
facsimile (360) 396-4225 or Internet Email, EFAPOD@DDAS.MIL ONLY IF
payment is made by VISA or MASTER CARD (include account number and
expiration date). The solicitation will be mailed on Wednesdays and
Fridays ONLY. In addition, the solicitation may be picked up at DAPS
Wednesdays and Fridays ONLY from 7:00 a.m. to 3:00 p.m. Contractors
must provide 24 hour advance notice to DAPS for pick-up of the
solicitation. Payment is required at time of pickup. The solicitation
will not be issued until proper payment has been received. Phone
requests will not be honored. To obtain a plan holders list ONLY, fax
your request to (360) 396-0954. Plan holder lists will be mailed, not
faxed. Do not mail or hand-deliver proposals to DAPS. See the
solicitation for proper address for delivery of proposals. For

Code is 1541. The related small business size standard is $17 Million.
Offerors, if a Large Business Concern, shall submit a subcontracting
plan in accordance with FAR 52.219-9 SMALL, SMALL DISADVANTAGED AND
WOMEN-OWNED SMALL BUSINESS SUBCONTRACTING PLAN (AUG 1996), Alternate I
(AUG 1996). All qualified responsible sources may submit a proposal
