(619) 532-2084 DESCRIPTION OF WORK -- Sources sought to furnish all
labor, approved materials and equipment required for the following
items of work: (Project A) The work includes demolition of an existing
steel girder bridge and construction of a cast-in-place pre-stressed,
post-tensioned reinforced concrete box girder bridge (350 m length)
supported by pile foundations, with associated earthwork, storm
drainage, paving and striping, guardrails, fencing, relocation of
airfield lighting, new traffic signals, and all incidental related
work. (Project B) The work includes construction of a soil cement flood
control levee (4750 m length) and reinforced concrete floodwall (720 m
length), rock toe protection revetment, and stormwater pump station
(34 m3/s) with diesel engine-driven and electric motor-driven vertical
turbine pumps. Portions of the levee may be optionally constructed of
reinforced earth. Associated work includes earthwork, storm drainage,
relocation of utilities, roadwork, fencing, reinforced concrete and
masonry pump station building with structural steel roof, ventilation,
fire protection, hoist, electrical systems, automated controls, and
all incidental related work. -- Firm Fixed Price Contract. -- Contract
Duration is approximately 730 calendar days. -- This project is
unrestricted. -- The Standard Industrial Code is 1622 and the annual
size standard is $17.0 million. It is recommended that the
subcontracting goals reflect a minimum goal of 5% for Small
Disadvantaged Businesses. -- This procurement is to be awarded to the
responsible offeror who submits the proposal most advantageous to the
Government considering the following evaluation factors: Price, Past
Performance, Specialized Experience/Qualifications, and Technical
Competence. The following evaluation criteria has been established and
the factors enumerated will be weighted equally: Factor 1 -- (Price),
Factor 2 -- (Past Performance), Factor 3 -- (Specialized Experience),
and Factor 4 -- (Technical Competence). A site visit is tentatively
scheduled on November 25, 1997, with participants to meet at the
Resident Officer in Charge of Construction, Building 22101, Marine
Corps Base, Camp Pendleton, California. -- This is not a public bid
opening. -- The estimated cost is between $10,000,000 and $25,000,000.
-- NOTE: Plans and specifications will not be mailed to firms within
a 20 mile radius of metropolitan San Diego. Solicitation packages may
be acquired from Plan Issue or by mail. Telephone requests will NOT be
accepted. Requests for solicitation packages must be in writing
stating RFP number N68711-97-R-8338, with complete name, address, area
code and phone number and whether bidding as a
prime/subcontractor/supplier. There will be a charge for plans and
specifications yet to be determined. Please call Plan Issue at (619)
532-2084 to obtain this cost. The only methods of payment that will be
accepted for plans and specifications are visa, mastercard, cashiers
checks or money orders made out to DEFENSE PRINTING SERVICE. -- FEES

limited to two (2) sets per prime and one (1) set per
