N00178-97-Q-0051, lmcampb@nswc.navy.mil. The Government intends to
issue a contract for the removal and replacement of all materials
associated with the conversion of temperature conditioning chambers
from CFC Class 1 refrigerants to EPA approved replacement refrigerants.
The service shall be performed on six chambers as follows -- Russells
Technical Products M/N RB-32-3-3, 4 ea; and M/N CB-48-3-3, 2 ea. Remove
all CFC class 1 refrigerants R-12, R-13, and R-502. Remove all mineral
based oils from each chamber. Dispose of all mineral oils and other
hazardous waste materials in accordance with Virginia laws/regulations.
Replace dryer filters. Replace Carlisle high efficiency valve plate on
two systems. Replace all oil separators. Install LT32 synthetic oil.
Modify the R13 refrigeration injection expansion circuits if necessary.
Install new AZ50 refrigerant in the high stage systems and new SULVA-95
III C refrigerants in the low stage systems. Replace all refrigeration
oil with LT32 oil, refrigerant R-12 with HFC-134a and make
modificationsrequired for proper operation of thermal trimmers. Change
data plates. Follow-up operation and inspection of the systems by the
contractor shall be required to ensure proper operation. The
contractor shall dispose of hazardous waste products and all mineral
oils in accordance with current environmental guidelines. Requestors
shall be certified by EPA to service equipment containing Class 1 Ozone
depleting substances, and equipment used for removal must be EPA
certified by the temperature conditioning chamber anufacturers.
Contractor shall comply with OPNAVINST.5090.1B, Chapter 6. Place of
performance shall be Naval Surface Warfare Center, Dahlgren Division,
Dahlgren, VA. The anticipated duration of the service shall be from
date of award through 23 January 1998. This procurement shall be
processed under Simplified Acquisition Procedures. Written quotations
shall be issued. Requests for quotes shall be requested in writing or
via fax (540) 653-7088 to NSWCDD, Attn: L. M. Campbell, Code SD113,
17320 Dahlgren Rd., Dahlgren, VA 22448-5100. Reference quotation
N00178-97-Q-0051. Anticipated award date shall be two (2) weeks after
closing date of Request for Quotation. All responsible sources may
submit a quote which shall be considered by NSWCDD. The SIC 1711 which
applies to this procurement identifies a Small Business as one having
annual average gross revenue for the last three fiscal years of no
