AWARD A PURCHASE ORDER TO THE CONTRACTOR: Independent Petroleum
Association of Mountain States, 620 Denver Club Building, 518 -17th
Street, Denver, CO 80202, for the supplies/services listed below. NO
SOLICITATION WILL BE ISSUED. ALL RESPONSIBLE SOURCES MAY SUBMIT A
QUOTATION, WHICH IF TIMELY RECEIVED, SHALL BE CONSIDERED BY THIS
AGENCY. The Contractor will provide Environmental, Health, and Safety
(EHS) Handbooks for North Dakota, South Dakota, and Montana oil and gas
exploration and production industries which will provide operators with
a basic understanding of the application of environmental rules and
regulations in the tri-state region. The proposed EHS Handbook will
summarize and discuss the major federal and state environmental
regulations and rules as they apply to oil and gas industry in general.
Region-specific requirements will be recognized and discussed. The EHS
Handbook will be arranged in alphabetical order, presenting issues
from Air Quality to Spill Prevention, Control and Countermeasure Plans
to Wetlands. Each section of the EHS Handbook will summarize the
appropriate regulation(s) and also provide information as to why the
regulation(s) apply. In addition, the EHS Handbook will note when other
regulations impact or are impacted by the particular issue discussed.
For example, the Wetlands section will note that special issues should
be considered when responding to a spill or when developing a Spill
Prevention, Control and Countermeasure Plans in such sensitive areas.
The EHS Handbook is not proposed to be legal interpretation or
substitute for a thorough knowledge of the applicable rules and
regulations, but rather a general survival guide and quick reference.
