This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm Fixed Price (FFP) Contract for a Tactical Body Armor System comprised of (1) a Ballistic Protection (BP) Garment and (2) Armor Plate Inserts (chest and back). The initial contract will be for 800 BP Garments (400 each, large and extra large) and 800 pairs of armor plate inserts (chest and back to fit both large and extra large BP garments). Items are required FOB Destination, SEACOR Warehouse, 1112 Cavalier Blvd., Chesapeake, VA 23323. Delivery is required to be completed by 15 DEC 97. An option is included, to be exercised within 60 days prior to 15 DEC 97 for an additional 1,000 BP Garments (500 each, large and extra large) and an additional 1,000 pairs of armor plate inserts (as described above) to be delivered within 90 days of the date of exercise of the option. All responsible sources that provide a detailed item description and an FFP offer will be considered for award. Multiple awards may be considered if advantageous to the Government. Offerors may be required to furnish a sample for preaward inspection. Minimum characteristics are defined herein. In the event of conflict between the narrative below and the contents of the following standards, the contents of the narrative specification shall take precedence. MIL-I-45208A(l), Inspection System Requirements 24 Jul 81 MIL-STD-105D, Sampling Procedures and Tables for Inspection by Attributes, Change Notice 2, 20 Mar 64 FED-STD-751A, Stitches, Seams and Stitching, Change Notice 1, 21 Nov 83 National Institute of Justice Code (N.I.J.C.) 0101.03 Description. The Tactical Body Armor System is comprised of a Ballestic Protection Garment and Armor Plates. The System will be used to protect individuals in combat situations and,for example, enable them to get a ship underway while under attack. Therefore, the System must be easily donned and must not significantly reduce mobility of the individual. A more detailed description of the System components is given below: I. BALLISTIC PROTECTION GARMENT. The outer shell of the garment provides attachment points for the armor plate inserts, and other attachments as described below. The individual's access into the garment must be from at least one opening from the side only. The outer shell shall consist of three basic pieces: back, front, and permanent collar. The outer shell shall be of the full wraparound style. The front pieces shall overlap the back piece at the sides such that the BP material overlap shall be adjustable by up to two inches to fit the individual wearer. Adjustment shall be provided on each side of the garment; this adjustment shall be able to be made by the wearer while the jacket is on. The permanent collar shall be four inches high and provide the same protection as the basic jacket. A. SIZES. The ballistic protection garment shall be provided in two sizes: large and extra large, as defined in industry standards for non-tailored jackets. All sizes shall provide a minimum of three inches of protective material below the nominal waistline. B. ATTACHMENTS. The outer shell shall provide for the following attachments to the basic ballistic protection garment: 1. SPECIAL PURPOSE POCKETS. Attachment points shall be provided for special purpose pockets. These pockets are used to provide carrying capability for additional ammunition, auxiliary items and other functions as may be appropriate. The attachment points shall have sufficient strength to support heavy items under the stresses of running. 2. POCKETS FOR ARMOR PLATE INSERTS (See Section II). Pockets shall be sewn into the BP garment on the front and back. These pockets shall be able to hold the proposed insert armor/shock plates described under Section II below. 3. BALLISTIC PROTECTION (BP) GROIN PAD. A BP groin pad shall be provided with each jacket. This pad shall be removable, be attached to the front of the jacket, and able to be adjusted. Sufficient adjustment shall be built into the pad attachment point to permit the largest and smallest wearer to use the pad without a significant decrease in mobility. C. LABELING. Each garment shall have a label sewn to the inside with a minimum of the following in English: Manufacturer's name and address, contract number, garment size and cleaning/care instructions. D. PERFORMANCE AND TESTING. The ballistic protective material contained within the outer shell and attachments must be able to defeat 9 mm 124 gr FMJ and 44 Cal Magnum 240 gr SWC Lead at a velocity of not less than 1400 feet per second. These results must be substantiated from tests performed in compliance with N.I.J.C. 0101.03. E. USAGE ENVIRONMENT. The ballistic protection garment will be used in combat situations in all environmental extremes. Prolonged exposure to salt water (up to six months) and other environmental extremes shall not compromise ballistic protection or strength. F. PACKAGING AND PACKING. The ballistic protection garments shall be packaged individually in boxes. The basic garment shall be first inserted into a plastic bag. All required attachments shall be inserted into an additional plastic bag (or bags). (Armor plate inserts may be packaged separately.) G. MARKING. 1. INDIVIDUAL BOXES. The individual boxes shall be marked, in English, with the contents, garment size, manufacturer's name and address and contract number. 2. SHIPPING BOXES. The shipping boxes shall be marked, in English, with the contents (i.e., ballistic garments, quantity, size), manufacturer's name and address and the contract number, in addition to the delivery address. II. ARMOR PLATES. Armor plates to provide additional protection when inserted into BP garment. A. SIZE. Each plate must fit into both large and extra large BP garments and be of a size to cover the vital organs (heart, lungs, and liver). B. LABELING. Each plate shall have a label attached with the following information in English: Manufacturer's name and address, item identification (chest or back), contract number, and cleaning/care instructions. C. PERFORMANCE AND TESTING. The plates must be able to defeat and provide shock absorption from a minimum of four strikes of the following types of standard ammunition: 5.45 x 39 mm Russian (AK74), 5.56 x 45 mm SS109, 7.62 x 51 mm NATO/M80 AP, 7.62 x 54 mm LPS Russian (Draganov), 7.62 x 39 mm AP-I type 56, 5.56 x 45 mm Bofors & GIAT PPA, and 7.62 x 51 mm AP M61 at a velocity of not less than 2750 feet per second. These results must be substantiated from tests performed in compliance with N.I.J.C. 0101.03. D. USAGE ENVIRONMENT. The armor plates will be used in combat situations in all environmental extremes. Prolonged exposure to salt water (up to six months) and other environmental extremes shall not result in loss of ballistic protection or strength. E. PACKAGING AND PACKING. The plate inserts shall be packaged in pairs, first inserted into a plastic bag and then packed in boxes. F. MARKING. 1. INDIVIDUAL BOXES. The individual boxes shall be marked, in English, with the contents, manufacturer's name and address and contract number. 2. SHIPPING BOXES. The shipping boxes shall be marked, in English, with the contents (i.e., plate inserts, quantity), manufacturer's name and address and the contract number, in addition to the delivery address. Evaluation Procedures: 52.212-2 Evaluation -- Commercial Items. (OCT 1995) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement, (2) ability to meet the delivery requirements, and (3) price. Items not meeting the technical qualification requirements shall not be considered for award. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
