index approx 128,000 pages of filed paper documents. Documents mostly
8 1/2 x 11, single sided, black on white, paper (80%), 11 x 17 maps
(15%); 8 1/2 x 14, single sided, black on white, paper (5%). Vendor
must provide electronic image files from digital scans of existing
paper back filing. Image files to be in TIFF format using CCITT Group
4 compression. Scanning to be done at 200 DPI unless higher resolution
is required for image clarity. ASCII dilimited flat file index of the
image files, suitable for use (upload) into database oriented document
management system, is to be produced during the scanning process and
delivered with the media containing the files. No more than 6 index
fields per document type. All documents have the following 4 index
fields and max field widths: File name w/ 12 chars, UIC w/5 chars, Date
w/ 10 chars, Doc type w/14 chars. 65% of documents have 5th index
field: Sub Doc type w/10 chars, and 15% have a 6th index field, File
No. w/4 chars. Vendor responsible for preparing documents for scanning,
Including, but is not limited to, removing staples and paper clips, and
appropriate arrangement of multi-page documents for proper indexing.
Additionally, up to 25% of the documents are on a media type that is
not appropriate for batch scanning devices and will require duplication
to appropriate media or other manual efforts during the preparation
phase. Preferred media for delivery is CD-ROM, readable in DOS/MS
Windows environment. ESSOPAC, San Diego, CA space limitation is such
that bulk, on-site scanning is not feasible. The off-site location,
however, must be accessible within 1 hour, as documents that are out of
office may need to be accessed by ESSOPAC personnel. Anticipated award
date is 26 Sep 1997. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. RFQ
