J -- SS-24 DISMANTLEMENT EARLY PREPARATORY WORK SOL DNA001-95-C-0203 POC Sandy Bednoski, Negotiator, (703) 325-6762, Edward Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) has a requirement to procure services for Ukraine as specified in agreements between the Department of Defense of the United States of America and the Ministry of Defense of Ukraine concerning the provision of material, services and related training in connection with the elimination of Strategic Nuclear Arms Elimination, dated 5 Dec 93. These services are required to assist Ukraine in dismantling its weapons of mass destruction and will consist of tasks which must be completed before actural missile and silo dismantlement work begins. The tasks include repair of a missile transfer station, repair of road and rail transport equipment, repair of roadways, railways, and bridges, and development of several missile dismantlement procedures. This work must be completed by May 98 in order to meet the goal of having all SS-24 missile silos by 4 Dec 2001. DSWA believes that Bechtel National, Inc., the incumbent contractor performing Integrated ICBM Silo Dismantlement in Ukraine under DSWA contract DNA001-95-C-0203, is the only responsible source having the resources and experience to accomplish this work within the required timelines. Bechtel has performed similar services under their current contract, is on site, and has worked with the Ukrainian officials with whom these activities will have to be coordinated. Given the required schedule, it would not be possible for another contractor to deploy a team to the site, arrange for labor and materials, integrate with ongoing efforts, develop the necessary relationships and complete the project in the available time to permit uninterrupted continuation of the overall SS-24 dismantlement effort. DSWA intends to issue a change order to the contract. Any firm desiring consideration must fully identify their capability to perform this effort.
