set-aside. The U.S. Coast Guard Engineering Logisitics Center is
seeking small business concerns with the capability of providing all
services, management, planning, supervision, personnel, labor,
materials, supplies and parts, transportation and equipment (except
those items specified as Government furnished) required to operate,
maintain, repair, improve, alter and construct real property facilities
and equipement at the U. S. Coast Guard YARD, Curtis Bay, MD 21226. The
solicitation is for a base year and four option year periods. The
responsibilities include, but are not limited to the following:
Maintenance and Repair of Food Service and Refrigeration Equipment;
Pest Control; Operation, Maintenance and Repair of Electrical Systems;
Operation, Maintenance and Repair of Steam and Compressed Air
Production Equipment Distribution Systems and Fueling Facilities;
Maintenance and Repair of Water Distribution Systems; Maintenance and
Repair of Sanitary and Storm Distribution Systems; Operation,
Maintenance and Repair of Heating, Ventilation, and Air Conditioning
Systems; Maintenance and Repair of Buildings and Structures; Grounds
and Maintenance of Vehicles/Equipment; Surfaced Areas Maintenance;
Refuse Collection and Disposal; Maintenace and Repair of Elevator
Equipment; Snow Removal and Ice Control. Potential small business

Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The Dot Bonding Assistance Program enable firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
Provides an 80 percent guaranty on the bond amount to surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maiximum line of credit is $500,000. For further
