(2) years of education beyond the high school level is highly
desirable. Ten (10) years of experience in pertinent areas including a
minimum of six (6) years specifically with aircraft tires, wheels,
brakes, and gear test equipment. Comparable experience and
qualifications such as six (6) years of general instrumentation lab
experience will be considered. 19e. Machinist: Two (2) years of
education beyond the high school level is highly desirable with ten
(10) years experience in pertinent areas of machine shop operation.
19f. Shearography Technician: Two (2) years of education beyond the
high school level is highly desirable. Shall possess ten (10) years
experience in pertinent areas including a minimum of six (6) years
experience specifically with aircraft tires, wheels, brakes, and gear
test procedures and test equipment, including three (3) years
experience specifically with aircraft tire shearographic test
equipment. Comparable experience and qualifications such as six (6)
years in conducting and evaluating nondestructive testing and
inspection programs will be considered. 20. Engineering Technician IV
20a. Mechanical Technician: Two years of education beyond the high
school level is highly desirable. Shall possess eight (8) years of
experience in pertinent areas to include a minimum of five (5) years
experience specifically with aircraft tires, wheels, brakes, and gear
test equipment. Comparable experience and qualifications such as five
(5) years experience in plant maintenance operations will be
considered. 20b. Test Technician: Two (2) years of education beyond the
high school level is highly desirable. Shall possess eight (8) years
experience in pertinent areas including a minimum of five (5) years
experience specifically with aircraft tires, wheels, brakes, and gear
testing. Comparable experience and qualifications such as five (5)
years in conducting and evaluating general test programs will be
considered. 20c. Data & Report Technician: Two years of education
beyond the high school levelis highly desirable. Shall possess eight
(8) years experience in pertinent areas including a minimum of five (5)
years experience specifically with aircraft tires, wheels, brakes, and
gear test equipment. Comparable experience and qualifications such as
five (5) years in conducting and evaluating general test programs will
be considered. 20d. Instrumentation Technician: Two (2) years of
education beyond the high school level is highly desirable. Shall
possess eight (8) years of experience in pertinent areas including a

test equipment. Comparable experience and qualifications such as four
(4) years of closed loop servo systems will be considered. 21e.
Machinist: Two (2) years of education beyond high school is highly
desirable with six (6) years of experience in pertinent areas of
machine shop operations. 22. Engineering Technician II 22a. Two (2)
years of education beyond high school is highly desirable. Shall
possess four (4) years of experience in pertinent areas including a
minimum of three (3) years experience specifically with aircraft tire,
wheel, brake, and gear test programs. Comparable experience and
qualifications such as three (3) years of plant maintenance experience
will be considered. 22b. Test Technician: Two (2) years of high school
is highly desirable. Shall possess four (4) years experience in
pertinent areas including a minimum of three (3) years experience
specifically with aircraft tire, wheel, brake, and gear testing.
Comparable experience and qualifications such as three (3) years in
conducting and evaluating general test programs will be considered.

Engineering Technician I 23a. Mechanical Technician: Shall possess a
high school education with two (2) years experience in related areas
with a minimum of one (1) year experience in aircraft tire, wheel,
brake, and gear testing or equivalent, such as general testing and
evaluation. 23b. Test Technician: Shall possess a high school education
with two (2) years experience in related areas with a minimum of one
(1) year experience in aircraft tire, wheel, brake, and gear testing.
Comparable experience and qualifications such as one (1) year of
general testing and evaluation will be considered. 23c. Data & Report
Technician: Shall possess a high school education plus two (2) years
experience in related areas with a minimum of one (1) year of
experience in aircraft tire, wheel, brake, and gear testing. Comparable
experience and qualifications such as one (1) year of general testing
and evaluation will be considered. 23d. Instrumentation Technician:
Shall possess a high school education plus two (2) years experience in
related areas with a minimum of one (1) year experience in aircraft
tire, wheel, brake, and gear testing. Comparable experience and
qualifications such as one (1) year of stain gage application and
instrumentation will be considered. 23e. Machine Technician: Shall
possess a high school education plus two (2) years experience in
pertinent areas. 24. Technician Aide: Shall possess a high school
education or equivalent. Some prior experience in aircraft tire, wheel,
brake, and landing gear maintenance and service is desirable. C.
Capabilities Statements and Other Submittals: Interested parties must
submit a capabilities package that is brief and concise, yet clearly
demonstrates ability to meet the stated requirements with sufficiently
qualified personnel. The capabilities package should present clear
evidence that the interested party is fully capable of providing the
required services, and as such may contain any information (subject to
page limitations stated below) the interest party feels is relevant.
The following issues/areas however, must be addressed: 1. Contractor
background/experience in the R&D testing environment, specifically in
the dynamic testing of aircraft subsystems and in the operation of
large testing machines such as dynamometers, impact towers, and load
applicators; 2. Contractor capabilities with regard to the high voltage
electro-mechanical and servo-hydraulic maintenance requirements; 3. The
extent to which subcontracting is anticipated, identifying specific
areas of the effort for which subcontracting would be relied upon; 4.
The extent to which any teaming arrangements would be anticipated; 5.
Contractor's capabilities with regard to urgent and short notice test
requirements, including discussion of the impact of subcontracting and
teaming arrangements upon these capabilities; 6. Contractor's
capabilities with regard to the required personnel diversity and
staffing flexibility, addressing specifically the contractor's
capabilities in accommodating significant requirement increases and
decreases, as well as maintaining the ability to quickly access
sufficient numbers of personnel (for sudden requirement surges) during
extended periods of relatively light workload; 7. Contractor's
capabilities with regard to the performance of basic research into
materials characterization and instrumentation; 8. Provide resumes
exemplifying the types of personnel specifically identified in the
"Required Qualifications" section. All materials submitted in response

been appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The

disagreements, and recommendations to the appropriate Government
Personnel. When requested, the Ombudsman will maintain strict
