Due to the unique, complex and proprietary nature of this procurement, there is a reasonable basis to conclude that the supplies/services required are only available from this source with unique capabilities, and no other type of supplies or services will satisfy agency requirements. Supplies/Services shall be delivered F.O.B. Destination to various identified sites, and the contract period shall be October 1, 1997 through September 30, 1998.
