GS-07P-97-JUC-0031, Project No. NTX97003, Construction Services for the
New U.S. Courthouse in Corpus Christi, TX. Estimated cost is between $
20,000,000 and $ 25,000,000. The new Courthouse will be approximately
14,380 square meters (approximately 155,000 square feet). This project
is in metric units. The work consists of the construction of a
symmetrical limestone and stucco three-story structure. Work shall
include but is not limited to the following: sitework, foundations,
landscaping, sprinkler system, site furnishings, structural steel,
architectural precast concrete, sandstone, architectural millwork
(certification by AWI required), waterproofing, fireproofing,
insulation, roofing, skylights, doors, windows, glazing (including
bullet resistant), door hardware (including electric access systems),
tile, carpet, resilient flooring, wallcovering, toilet partitions,
flagpoles, directory, signage, toilet accessories, detention equipment,
blinds, elevators, fire protection sprinkler and alarm systems,
plumbing fixtures, HVAC system, audio/visual systems, lighting and
power. Construction work for this project is anticipated to begin on or
about February of 1998. This is a negotiated full and open competition
procurement and will require submission of technical proposals in
accordance with the solicitation which will result in a firm
fixed-price contract. Technical evaluation factors will be Iisted and
described in the solicitation. GSA encourages small, minority-owned,
and women-owned business participation. Small businesses with
insufficient bonding capacity are invited to consider joint ventures
with other small businesses to enhance ability to qualify for required
bonding. Past performance and other technical factors will also be
evaluated. The greatest value concept will be used for selecting the
contractor. The goal of this method of evaluating technical factors and
price is to select the proposal that offers the greatest value to the
Government, not necessarily the lowest price. All responsible sources
may submit a proposal in response to the solicitation. A non-refundable
charge of $200.00 will be assessed to cover the printing costs and
shipping costs of the solicitation package. No partial packages will be
available for purchase from the Government. Payment must be submitted
with the request for solicitation documents. Payment must be made by
certified check, cashiers check, or money order payable to the GSA --
Reproduction Plant #57. NO PERSONAL CHECKS WILL BE ACCEPTED.
Solicitation issue date is on or about November 3, 1997; proposal due
date is on or about December 4, 1997. A pre-proposal conference will be
held (see specification for location, date and time). All requests for
the solicitation package must be in writing to the contract specialist
and should be received by the anticipated solicitation issuance date
