58 -- DATA ENCRYPTION STANDARD RADIO EQUIPMENT SOL CS-98-003 POC James Lieberman (202) 927-0435 The U.S. Customs Service intends to negotiate only with Motorola, Inc., 7230 Parkway Drive, Hanover, MD 21706 for a requirements type contract to include 4 option years, to purchase the following items: Data Encryption Standard (DES) Mobile Radios with Over the Air Re-Keying (OTAR) Capability, DES Fixed Repeaters with OTAR, DES Fixed Base Station with OTAR, DES Portable Radios with OTAR, DES Portable Repeaters with OTAR, DES suitcase-housed Base Stations with OTAR. The equipment listed above must be capable of operating encrypted using the DES algorithm in the one bit cipher feedback mode at a 12 kilobit rate, and also in a digital clear and digital encrypted mode at a 9.6 kilobit rate using the DES algorithm. Other items to be purchased include: Key Variable Loader, key management controller, console interface with OTAR, Digital VHF satellite receiver, Digital Comparator, digital voice modems, digital consolette base station with OTAR and remote control, communications system analyzer, control center console, remote control console and other ancillary items. Also, maintenance of DES mobiles, portables, consolette base stations, Starpoint microwave, MC 400 multiplex equipment and communications systems analyzers, and repackaging of all above items for transhipment.
