17. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation to be issued. Proposals are being
requested and a written solicitation will not be issued. Responses
should reference Request for Proposal No. DE-RP04-97AL76699. This
synopsis/solicitation document incorporates the provisions and clauses
that are in effect through Federal Acquisition Circular 90-46. This is
a 100% Small Business Set-Aside. The recommended Standard Industrial
Classification Code (SIC) for this procurement is 2329, with a
corresponding size standard of 500 employees. Firms responding should
indicate whether or not they are small business, small women-owned
business, small disadvantaged business, or 8(a) business, in accordance
with the referenced SIC Code. The Department of Energy, Albuquerque
Operations Office (DOE-AL) intends to procure, under full and open
competition, a quantity of 300 Tactical Vests TAC V-1 or equivalent,
olive drab color, with specifications as follows: 1) Body of vest
constructed of nylon mesh fabric; 2) heavy duty nylon #10 flat YKK
zipper; 3) adjustable height and girth; 4) 4 to 6 adjustable mag
pouches on front capable of holding two each M-16 30 round magazines
per pouch. Mag pouches shall have elastic in front to hold mag secure
when flap is left open or tucked behind. 5) First-aid pouch, handgun
pouch, miscellaneous or shotgun shell pouch, radio pouch, and gas mask
pouch; 6) 2 1/4" webbing with side clips on back to hold equipment; 7)
military style belt loops for duty or military belt; 8) two large
interior pockets; 9) rescue strap. FOB point is Destination and
delivery is required no later than November 1, 1997. Acceptance point
is the DOE-AL, Pennsylvania & K Streets, Building 20397, Kirtland
AFB-East, ATTN.: TSD 97AL76699, Albuquerque, NM 87116. The provisions

overall price. Only written "all or none" responses/proposals to this
synopsis/solicitation shall be accepted and should be mailed or faxed

herein on September 22, 1997, for receipt not later than 3:00 p.m. MST.
All responsible sources may submit a proposal which shall be considered
by the Government. The Government intends to award without discussions;
however, this does not preclude the Government from having discussions
