C -- INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACT N44255-97-D-5729 FOR ARCHITECT/ENGINEER SERVICES FOR SITE ENGINEERING INVESTIGATIONS AT VARIOUS PACIFIC NORTHWEST NAVAL ACTIVITIES SOL N44255-97-D-5729 POC Val Vitacolonna, Contract Specialist, (360)396-0267. DESCRIPTION: Firm fixed-price Architect-Engineering Services are required to provide Site Engineering Investigation (SEI) studies and reports, to be used for the development of primarily in-house engineering, planning, and environmental projects (including design/build Request for Proposals (RFP's)) at various Naval activities in the Pacific Northwest, including Washington, Oregon, Idaho and Montana. The work required may include field investigations (including research of existing documents at the activity's technical library and/or at Engineering Field Activity, Northwest (EFANW); Topographic, hydrographic, and/or boundary surveys; Geotechincal investigatins, evaluations, and reports; Utility surveys, investigations, evaluations, and reports; Hydrologic and traffic studies; Preparation of cost estimates; Providing technical support to EFANW personnel during preparation of RFP and RFP amendments; Development of potential site configurations; Environmental investigations, surveys, evaluations, and reports; Identification of code constraints, environmental issues and constraints and permit requirements; and preparation of facilities planning documentation. SELECTION CRITERIA are: (1) Professional Qualifications of the staff to be assigned to this contract (including team consultants) and their respective background in the preparation of the studies and reports described in the DESCRIPTION above. List only the team members who will actually perform the major tasks for these projects. Qualifications should reflect the individual's potential to contribute to the successful completion of project task orders. In Block 4 of the SF-255 (Personnel Discipline) show the entire proposed team by listing personnel employed by the prime in the blanks provided, and personnel from consultants to the left in parentheses. In Block 7 of the SF-255, indicate branch office location of each team member, including key consultant personnel. (2) Recent Specialized Experience and Technical Competence of the firm (including team consultants) in the preparation of SEI studies and reports, as described in the DESCRIPTION above, of which were subsequently used for design and/or solicitation preparation purposes by others. Do not list more than five (5) projects in Block 8 of the SF-255. Projects listed shall have been completed within the last five (5) years. Indicate which consultants from the proposed team participated in each of these projects. (3) Past Performance on contracts similar to those discussed in the DESCRIPTION above, with Government agencies and/or private industry in terms of quality of work, cost control and compliance with performance schedules. Identify and describe fully a minimum of three (3) representative examples of project task orders successfully completed as a direct result of the teams efforts. List recent awards, commendations and other performance evaluations received by the team for previous projects similar to those discussed in the DESCRIPTION above. In addition, list clients for whom the products/services under the specialized experience criterion above have been provided. Include a contact name, title, and current telephone and fax numbers for each of these clients. (4) Quality Control Program. Provide evidence of the prime's experience in establishing and utilizing a quality control program, including but not limited to a written plan. Identify and describe key procedures to ensure synthesis of all available project data and effective coordination of the team effort. Include the integration of all subconsultant quality control programs into the prime's QC program for previous projects similar to those discussed in the DESCRIPTION above. (5) Capacity. Demonstrate the ability to complete several multidisciplinary contract task orders concurrently (i.e., the impact of this potential workload on the prime's permanent staff, the firm's anticipated workload during the contract period, and the firm's history of successfully completed work in compliance with performance schedules and providing timely submittals). Indicate the firm's present workload and the availability of the proposed team members (including consultants) for the specified contract period. ***Note: Criteria numbers (6) through (9) shall be used as secondary evaluation factors should the application of criteria numbers (1) through (5) result in firms being rated as equal. (6) Demonstrate knowledge of the locality of the areas included in this contract. (7) Location of the firm in the general geographic area. (8) Use of small/small disadvantaged or women-owned business firms as primary consultants or as subconsultants. (9) Volume of work previously awarded by the DoD to the firm. This information shall be recorded in Block 9 of the SF-255 by listing the total amount of Prime DoD fees awarded for the previous 12 months. GENERAL INFORMATION: The proposed procurement will result in the award of one fixed-price indefinite quantity contract. The contract provides for one base year not to exceed $500,000, and one option year not exceed $500,000 which may be unilaterally exercised by the Government. The contract minimum guarantee for the base year shall be either $10,000 or the value established by award of a seed project. The minimum guarantee for the option year shall be $10,000 or the value established by award a seed project, if exercised. The minimum and maximum values of individual task orders executed under this contract is $2,500 and $250,000, respectively. The estimated start date is February 1998 with an option available to the government to extend the contract for one additional year through February 1999. A small business/small disadvantaged business subcontracting plan may be required in accordance with FAR 19.702. The Standard Industry Code (SIC) for this procurement is 8711. The small business size standard is $2.5 million annual average gross revenue for the last three fiscal years. Qualified firms desiring consideration shall submit one copy of an SF-254, an SF-255 including organization chart of key personnel to be assigned to this contract and each subconsultant's current SF-254 to Ms. Val Vitacolonna, Engineering Field Activity, Northwest, Code 021VV, 19917 7th Avenue NE, Poulsbo, WA 98370-7570 not later than close of business (4:00 p.m. local time) 30 days (first work day following a weekend or holiday) after publication in the Commerce Business Daily. Failure to submit the aforementioned items and the amount of DoD fees awarded to the firm will reflect negatively on the firm's submittal during the evaluation process. For firms applying with multiple offices, indicate which office completed each of the projects listed in Block 8, and list which office is under contract for any contracts listed in Block 9 of the SF-255. Elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement are not desired.
