Contract Specialist, (360) 396-0267. DESCRIPTION: Firm fixed-price
Architect-Engineering services are required for the preparation of
abbreviated design packages for the Engineering Field Activity,
Northwest (EFANW) Regional Job Order Contract (JOC) or other similar
EFANW task order type construction contracts. Task orders executed
under the EFANW Regional JOC contract are $2,500 minimum and $1,000,000
maximum. Abbreviated design packages include clearly defined statements
of work, drawings/sketches and/or submittal requirements as necessary,
product identification and/or performance based specifications.
Typical work to be performed on abbreviated design packages involves
space layout planning, building systems, and materials selection for
architectural/civil/structural/mechanical/electrical construction
projects on JOC or other similar EFANW task order contracts. Task order
projects are predominantly public works and/or facilities management
related construction located at various Naval activities in the Pacific
Northwest including Washington, Oregon, Idaho and Montana. The range of
work may also include inspection of fuel and other storage tanks; Field
investigation; Technical feasibility assessment; design analysis and
construction consultation. During the perfomance of this contract a
number of hazardous materials or pollution abatement concerns may be
encountered. Task order projects must be reviewed to anticipate and
identify any one or more of a wide variety of potential environmental
concerns such as those related to lead removal,asbestos abatement,
toxic air emissions and potential ground/surface water contamination.
The AE will be required to "Partner" with the construction contractor
and Government personnel. The AE will be required to prepare detailed
line item cost estimates using the current year R.S. Means Facilities
Construction Cost Data. Preparation of as-built documentation may also
be required at the time of construction completion, in hard copy
and/or electronic format at the discretion of the Government. SELECTION
CRITERIA are: (1) Professional Qualifications of the staff to be
assigned to this contract (including team consultants) and their
respective background in the preparation of abbreviated design packages
for the work identified in the DESCRIPTION above. List only the team
members who will actually perform work under this contract.
Qualifications should reflect each individual's skills and abilities in
preparing abbreviated design packages and his/her potential to
contribute to the successful completion of project task orders. In
Block 4 of the SF-255 (Personnel Discipline) show the entire proposed
team by listing personnel employed by the prime in the blanks provided
and personnel from consultants to the left in parentheses. In Block 7
of the SF-255, indicate branch office location of each team member,
including key consultant personnel. (2) Recent Specialized Experience
and Technical Competence of the firm (including team consultants) in
the preparation of abbreviated design packages as described in the
DESCRIPTIONabove, for use in constructing projects on a JOC and/or
other similar task order contracts with Government agencies and/or
private industry. Provide one Sample Abbreviated Design Package for a
completed task order project indicating overall cost for preparation of
that package as well as total project construction cost. The sample
package will be reviewed for completeness (e.g. clear and concise scope
of all required work as appropriate for successful firm fixed-price
negotiations with the construction contractor, with a preferred focus
on public works construction). Including this sample project, do not
list more than five (5) projects in Block 8 of the SF-255. Projects
listed shall have been completed with in the last five (5) years.
Indicate which consultants from the proposed team participated in each
of these projects. (3) Past Performance on contracts of a similar
nature, as discussed in the DESCRIPTION above, with Government agencies
and/or private industry in terms of quality of work, cost control and
compliance with performance schedules. Identify and describe fully a
minimum of three (3) examples of project task orders completed
successfully within the last five (5) years as a direct result of the
team's efforts. Indicate cost control measures used and other proactive
efforts to work with the Government and/or private industry customer
and the task order construction contractor to ensure maximum value
return on investment to the customer for these projects. List recent
awards, commendations and other performance evaluations received by the
team for previous projects similar to those discussed in the
DESCRIPTION above. (4) Quality Control Program. Provide evidence of the
prime's experience in establishing and utilizing a quality control
program, including but not limited to a written plan. Identify and
describe key procedures to ensure effective coordination of all project
data, and the team effort in a partnering context with the task order
construction contractor. Show how all subconsultant quality control
programs are integrated into the prime's QC program for projects
similar to those discussed in the DESCRIPTION above. (5) Capacity.
Demonstrate the ability to complete several multidisciplinary contract
task orders concurrently (i.e., the impact of this potential workload
on the firm's permanent staff, anticipated workload during the
contract period, and the firm's history of successfully completed work
in compliance with performance schedules). Indicate the firm's present
workload and the availability of the proposed team members (including
subconsultants) for the specified contract period. (6) Demonstrated
Success in Prescribing the Use of Recovered Materials and Achieving
Waste Reduction and Energy Efficiency in Facilities design. ***Note:
Criteria number (7) through (10) shall be used as secondary evaluation
factors should the application of criteria numbers (1) through (6)
result in firms being rated as equal. (7) Demonstrate knowledge of the
locality of the areas included in this contract. (8) Location of the
firm in the general geographic area. (9) Use of small/small
disadvantanged or women-owned business firms as primary consultants or
as subconsultants. (10) Volume of work previously awarded by the DoD
to the firm. This information shall be recorded in Block 9 of the
SF-255 by listing the total amount of Prime DoD fees awarded for the
previous 12 months. GENERAL INFORMATION: The proposed procurement will
result in the award of one fixed-price indefinite quantity contract.
The contract provides for one base year not to exceed $500,000, and
four (4) option years not to exceed $500,000 each which may be
unilaterally exercised by the Government. The contract minimum
guarantee for the base year shall be $10,000 or the value established
by the seed project. The minimum guarantee for the option years shall
be $10,000 or the value established by award of seed projects for each
year, if exercised. The minimum and maximum values of individual
contract task orders executed under this contract is $2,500 and
$100,000, respectively. The estimated start date is March 1998 with
options available to the government to extend the contract for four (4)
one-year periods through March 2003. A small business/small
disadvantaged business subcontracting plan may be required in
accordance with FAR 19.702. The Standard Industry Code (SIC) for this
procurement is 8711. The small business size standard is $2.5 million
annual average gross revenue for the last three fiscal years. Qualified
firms desiring consideration shall submit one copy of an SF-254, an
SF-255 including organization chart of key personnel to be assigned to
this contract and each subconsultant's current SF-254 to Ms. Val

7th Avenue NE, Poulsbo, WA 98370-7570 not later than close of business
(4:00 p.m. local time) 30 days after publication in the Commerce
Business Daily. Failure to submit the aforementioned items and the
amount of DoD fees awarded to the firm will reflect negatively on the
firm's submittal during the evaluation process. Elaborate brochures or
other presentations beyond those sufficient to present a complete and
effective response to this announcement are not desired. Telegraphic
and facsimile SF-255's will not be accepted. This procurement is open
