This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document, incorporated provisions, and clauses are those in effect through FAC 90-46. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP). This is a small business, small purchase set-aside. The Standard Industrial Classification (SIC) 5045, and the size standard is based on employees numbering less than 500. This solicitation includes by reference the clause at FAR 52.212-1, Instructions to Offerors -- Commercial Items (Oct 1995); clause at FAR 52.212-3, Offeror's Representations and Certifications -- Commercial Items (Mar 1996); clause at FAR 52.212-4 Contract Terms and Conditions—Commercial Items (Oct 1995); clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jan 1996). HQ SSG/PKT seeks quotes for developing a software application (hereinafter referred to as the application) with unlimited distribution rights within all components of the Air Force. The application shall perform encryption and/or decryption of files IAW the Data Encryption Standard (DES) as defined in FIPS PUB 46-2. The developer MUST have certification from NSA/NIST at the time of award. The application shall employ the DEScipher/DLL cryptographic component which has been validated by the National Institute of Standards and Technology (NIST) for conformance with FIPS PUB 46-2. The application must run under the Microsoft Windows '95 and Windows NT 4.0 operating systems and have a Windows "look and feel". The application shall be accessible from the Windows Explorer in both the "File" menu and by right clicking a file in thefile list panel of the Explorer window, or by double clicking an encrypted file. The application shall have an auto-install capability that installs components to their required locations, registers, and associates a file extension for encrypted files in the Window's registry. The application will have two versions: encrypt and decrypt, and decrypt only. The application will use the Secure Hash Standard (a.k.a. Secure Hash Algorithm-SHA) to verify that each decrypted file is an exact match of the original before encryption. The application must include a users manual that contains instructions for installation, use, and other information pertinent to use of the application. The developer shall provide a user's manual as an electronic file formatted in Microsoft Word (version 7), and as an ASCII text file. Application developer shall provide telephone product support and all product upgrades for a period of one year after final acceptance, renewable after that year. Product support shall be at the contractor's facility during the contractor's normal business hours. The application must undergo a three week local user testing period after delivery. Any defects or nonconformance during the test and evaluation will be documented by the Air Force and returned to the seller for corrective action. The seller must make any corrections within four weeks after receipt of the test results at no additional cost to the government, and the revised application will be resubmitted for final evaluation. Final delivery of a compliant product will be upon buyer acceptance of the application as defined in this solicitation. Delivery of the test application will be on two 3.5" floppy diskettes delivered to HQ SSG/SSQP; Bldg 856, Rm 174; MAFB-Gunter Annex, AL 36114 and is required 90 days after execution of Standard Form 1449, Order for Commercial Item. Qualified persons able to meet this requirement are invited to identify their interest and capability by submitting a quotation with information showing a bonafide ability to meet this requirement within 10 calendar days of this publication.
