TX. Contractor will provide NT Workstation and NT Server Technical
Support Services for the General Services Administration (GSA), Public
Buildings Service (PBS), Region 7, Information Systems Branch, for
approximately a one (1) year period (date of award thru 9/30/98) with
3 one (1) year options. The object of the task is to provide Windows NT
technical support, software training and customer relations services to
the Information Systems Branch user-base. The Information Systems
Branch provides LAN administration and technical support with the GSA
PBS for Region 7. Expanding LAN support service requirements and
ongoing upgrade initiatives have led to the need for additional
technical support services to provide hardware and software trouble
shooting, training, conversion from NT 3.51 Workstation to NT 4.0 in
the Regional Office Building and conversion from existing Novell
Netware in the field to NT 4.0 Server and Workstation. The Contractor,
along with the Information Systems Branch, will provide on-site and
telephone support to 600 users in a five-state area. The contractor
will also be responsible for providing office automation training based
on the requirements of the various offices supported. Work will
primarily be performed in GSA offices located in Fort Worth, Dallas,
Austin, San Antonio, El Paso and Houston, TX;, New Orleans and
Shreveport, LA; Little Rock, AR; and Albuquerque, NM. The Contractor
will respond to requests for system problem resolutions from customer
organizations. Said resolutions will be accomplished during normal,
and/or, on an exception basis, extended business hours at the stated
locations. The Contractor will provide on-site training as required to
Region 7 PBS employees and have sufficient familiarization with
classroom training techniques and procedures to provide software
training in a formal classroom environment. The Contractor will be
required to provide expertise and perform the following technical
support functions based on requests from the Information Systems Branch
customers: Resolve trouble calls and when necessary initiate and
coordinate the resolution of hardware and/or software vendor trouble
calls; Monitor systems for hardware/software problems; Assist user and
other support personnel in diagnosis of system crashes and recovery
from them; Provide technical advise for software applications, to
include one-on-one desk side assistance; Install new or modified
software and configure as appropriate; Install printers, including
configuration and queues; establish and maintain system security,
including assignment and periodic changes of passwords and user Ids;
Perform system maintenance to include full system backup and file
restorations; Assist with new system and peripheral equipment set-up,
to include cabling and installation of software; Develop and implement
customer relations program for Region 7 PBS Information Systems
Branch. Program includes but is not limited to the development and
distribution of a monthly newsletter, development and maintenance of a
Region 7 Information Systems Branch Intranet Webb Site, and follow up
site visits. Specific deliverable requirements will be defined in work
orders but may include documentation; source code; program listings;
analysis reports; problem resolution reports; trip reports; prototype
results and findings; recommendation reports; LAN administration
reports; office automation reports and recommendations; application,
system, communications and hardware fine tuning analysis documents.
This is a Small Business Set-Aside. This service is considered a
commercial item and is being procured using informal Source Selection
procedures which will result in a firm fixed-price award to the offeror
which provides the "best value"to the Government, with technical
ability being more important than price. Technical proposals shall be
required of all offerors. The following factors are listed in
descending order of importance: 1) Experience and Past Performance and
2) Qualifications of Key Personnel. Evaluation of award will be based
upon technical proposal and price. Solicitation issue date is on or
