Subject to final approval, the Bureau of the Public Debt intends to acquire on a sole-source basis through SRI Consulting, the following service using Macro Monitor, SAS Syntax File, and VALS Agreement. Public Debt requires information on the needs, attitudes, and behavior of savers and investors to complement other research it has conducted in support of the marketing of U.S. Savings Bonds and marketable Treasury securities. The Macro Monitor is a comprehensive retail financial services database and marketing program that has continuously measured consumer attitudes, behaviors, and motivations regarding savings bonds and other financial products throughout the changes in the savings bonds program and the financial marketplace over the past 20 years. The SAS syntax file and VALS data base are specialized products that work only in conjunction with the Macro Monitor data. We will consider offers from other firms which can provide affirmative information to establish the ability to provide the required service. All affirmative responses must be in writing and must be accompanied by sufficient documentation to clearly show the ability to comply with the above requirements. If no affirmative written response is received within 10 days after publication of this notice, a sole-source award will be made. No solicitation document is available.
