(301)457-1840 The Bureau of the Census intends to negotiate on a
noncompetitive basis with Philip Douthty, 7570 Northfield Lane,
Manlius, NY 13104, for the following service: Develop a comprehensive
training program for field interviews using the Current Population
Survey (CPS) initial training models to prepare a written evaluation of
the Census Bureau's current practices focusing on the following
targeted areas: training objectives, training development and delivery,
and interviewer performance. Upon evaluating those systems already in
place and interviewer performance, contractor shall also provide, in
summary fashion, written recommendations for changes in the overall CPS
training program. If the recommendations primarily constitute changes
to individual modules and not a total redesign effort, contractor shall
establish a priority ranking of the changes suggested. Because future
surveys may not be capable of supporting the same level of instruction
and learning materials that is provided for the CPS interviewers, the
contractor is to identify which lessons must be considered fundamental
to any newly hired interviewer's development. Indicate those lessons
(or combined lessons) where the application of advanced training
technology may be a more appropriate delivery platform. Interested

this requirement no later than 15 days from the published date of this

proposed contract based upon responses to this notice is solely within
