Smiley, Contracting Officer, (423) 461-7986 The Department of Veterans Affairs (VA) is seeking proposals from public/private developers/operators (Energy Service Companies or ESCOs) to lease certain lands from VA, through the Enhanced-Use leasing authority, for the purpose of financing, developing, managing and operating an energy center (co-generation if such results in the lowest cost to VA) that would produce and sell any or all utilities (electricity, steam and chilled water to the James H. Quillen VA Medical Center at Mountain Home, (in Johnson City), Tennessee; East Tennessee State University's James H. Quillen College of Medicine; and at the developer/operator's option, to other public or private users. Utilities sold to each party would be pursuant to separate purchase contracts. Selection of the ESCO and the sale of utilities to VA (and any future energy conservation measures of ECMs. at the VA Medical Center) would be through an indefinite delivery/indefinite quantities contract pursuant to the Energy Savings Performance Contracting authority.
