States Naval Academy is seeking reading skills instruction to be given
to approximately 50 students (midshipmen) during two specific periods
of time. 2-3 instructors required for each period. The first period is
from 12 January 1998 through 30 January 1998 and the second period is
from 24 August 1998 through 11 September 1998. The classes will be for
10 days within each time period. There will be no more than 12
students per class. Total enrollment not to exceed approximately 50
students per teacher. Maximum students enrolled will be 100. Pre and
post testing of reading comprehension and speed required. Complete
written report must be provided to the U S Naval Academy's Academic
Center Director within two weeks of course completion. Course sections
to be arranged to cover 6 academic periods plus 1 evening period every
weekday except Monday, 19 January 1998 and Monday, 7 September 1998.
Instructors must meet with Academic Center Director or designate before
12 January 1998 for the first time period and 24 August 1998 for the
second time period. All bids must include a detailed description of all
course materials including a complete proposed course outline. All bids
must include at least three professional references who have first hand
knowledge of the reading courses provided. The acceptable bid will come
from a contractor with an established record of successful college
level course offerings as well as the ability to provide experienced
instructors willing to work the long hours required for this type of
intense offering. The contractor must provide evidence of student
improvement by testing student reading before and after the course.
Course evaluation forms filled out by the student and contained in the
final report are required. The award to be base year plus two option
years. The two option years will have classes during similar time
