jessica_e._dunker@fmso.navy.mil. FISC San Diego is announcing its
intent to issue a combined synopsis/solicitation for a commercial
service prepared in accordance with the format in subpart 12.6, as
supplemented in accordance with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is N00244-97-Q-9799. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This is a total small business set-aside,
SIC code 1799 and business standard of $7 million applies. The service
being requested is as follows: Bowling lane replacement/resurfacing at
the Naval Air Facility, El Centro CA. The alley is an eight lane HPL
Alliance lane which will include the following: Each of the eight
bowling lanes requires two (2) each 12' long X 42" wide X 1/2" thick
head panels, three (3) each 12' long X 42" wide X 1/2" thick pine
panels, one(1) each 4' long X 42" wide X 2 3/8" thick pindeck, one (1)
each 12' long X 42" wide X 1 1/4" thick Multi Density Fiber Board
(MDF), and one (1) each foul line. The installation will include the
following: remove the existing first 12' head section and replace with
MDF underlayment, remove the pindeck and replace with new pindeck,
cover the entire lane with a 1/2" overlay panel (1/2" thick overlay
panel is made of high density phenolic resin core, sandwiched with
equal layers of phenolic and melamine. The panels are factory sealed to
eliminate possible penetration from cleaners and conditioners. The
thickness of the melamine used in the panel construction shall be .006
in the head, arrow and pin deck. All panels shall have the appearance
of a freshly sanded maple lane with an actual photograph of a maple
lane imbedded into the surface.) The existing flat gutters will be
removed and new flat gutters will be constructed of a high density
polymer material, the finish must never need painting and are to be
chemically resistant to lane finishes. Each lane has a bumper rail
which is attached to the gutter. Each lane is bordered by a gutter. The
existing bumper rail is all metal with a gray rubber cap. This cap can
be moved to the up position to act as a gutter guard when children are
bowling, and will also stop the ball from entering the gutter when it
is in the up position. The gray rubber cap will be removed and replace
with a clear cap. Light strings will be fed thru the clear cap. The
light string has red LED's mounted every 3 to 5 inches apart. The light
strings will be low voltage. A control box will be installed at the
front desk control. It shall be dual voltage (110/220) and will operate
at 50 to 60 Hz. The control box will have the following functions: a)
control a group of lanes. b) ability to turn each lane on/off
individually. c) master on/off switch on the box for the entire group
of lanes. d) an LED indicator that shows what mode the bumpers are in.
NAF El Centro will be responsible for the disposal of the old wood.
The service will include the cost of the equipment for the above work
and also the labor involved in the installation. The bowling alley in
El Centro will be available for review of the job. Appointments can be

performance for this job is 09-24-97 thru 11-22-97. All bidders are
welcome to review the alley before quoting. All questions should be

are required. Delivery will be made to NAF El Centro CA. The provision
at 52.212-1, Instructions to Offerors -- Commercial Items applies.
Addendum to FAR 52.212-1 paragraph (b) (5): Offerors shall provide an
express warranty which at a minimum shall be included in the contract.

Terms and Conditions Required to Implement Statutes Applicable to
Defense Acquisitions of Commercial Items. The government intends to
make a singleaward to the responsible offeror whose offer is the most
advantageous to the government considering price and price related
factors. Provision 52.212-2, Evaluation -- Commercial Items, applies
with paragraph (a) completed as follows: Award will be made to the
offeror that meets the solicitations minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must furnish all requirements stated in the
above purchase description. Offers must be received no later than
