combined synopsis/solicitation number N00421-97-R-1427, posted
September 4,1997. The purpose of this amendment is to answer questions
received concerning the solicitation and as a result of reviewing the
questions, to include an additional major componet inadvertently
omitted from specifications listed in Amendment#6 posted August
26,1997. This amendment also extends the due date of proposals until
2:30 pm EST 15 September 1997. QUESTION#1: Could you forward to us, or
direct us to where we can find, US Army's Tank and Automotive Command
(TACOM) specifications for "basic mobility transportability
requirements," as well as the specifications for "safe transport by the
Military Transport Management Command (MTMC) as suitable for secondary
and unimproved roads " and "MTMC standards for internal/external
airlift, secondary/unimproved road mobility, and sea-lift
transportability." ANSWER#1: Basic Transportability Criteria can be
found in the Interface Standard, MIL-STD-1366C, dated15 November 1995
which is available from the DoD Single Stock Point for Specifications
and Standards Help Desk at (215) 697-2667 or 2179, or their web site at
www.dodssp.ddas.mil. Aerial Delivery Requirements can be found in
MIL-STD-1791, Designing for Internal Aerial Delivery in Fixed Wing
Aircraft dated 23 March 1995. It is also available from DoD Single
Stock Point for Specifications and Standards Help Desk. QUESTION#2: Do
you have a dimensional drawing of a unit so we can understand fully
how you and your people expect this unit to be laid out. Specifically
how are the DRASH units to be handled? What do they need for support?
Can they be stacked or do they need to lay beside each other? ANSWER#2:
There is no dimensional drawing of a unit that we can provide. The
specifications are clear on their face as to our requirement and each
vendor is to propose a unit that will satisfy our needs. The DRASH
tents can be stored in the cargo area in any location that you design,
which is why the dimensions were given, to allow vendors to propose
the layout of the trailer. There are no specific guidelines as to how
the DRASH tents will be stored on the trailer except that they must fit
on a single trailer and be loaded and unloaded from the rear of the
cargo area. QUESTION#3 Is there a paint spec. in terms of paint type,
in addition to the color spec? ANSWER#3: Yes. Paint specification for
the paints are MIL-P-53022 (Primer Epoxy Coating, Corrosion Inhibiting,
Lead and Chromate Free) and MIL-C-46168 (Color/Paint-Finish Coat)
QUESTION#4: Can you clarify the requirement for a "5/8 inches diameter
rod with drive stud and 3 bronze coupling with mounting provisions and
on 10 inch AWG-8 ground wire for grounding the trailer?" What is the
intent/purpose? Is this a tool or a rod to be driven into the ground?
ANSWER#4:This is a 5/8inches diameter ground rod that is driven into
the earth's surface (using a 4 lb. sledge hammer) and connected to the
trailer system with the 10' of AWG-8 ground wire (suitably terminated
for grounding the trailer). QUESTION#5: What is the size of the space
to be air conditioned? Are there sources of heat within this space,
and if so, what amount of heat are they generating? What temperature or
temperature range are we trying to maintain with the air conditioner?
What is the ambient temperature range that the trailers would find
themselves in? ANSWER#5: In the solicitation section (g) was
inadvertently omitted and should read: "(g) Environmental Control Unit
(ECU) Engineering Environment Incorporated (EEI) Model ECU 96269/2."
The government does not expect the vendors to perform a detailed heat
analysis. All other conditions, specifications and clauses remain
