Government intends to purchase on a sole source basis one (1) each
CORSET Wavelength = 532nm, cross-section is user defined and one (1)
each CORSET Calibration (at 532nm) and Calibration Report and one (1)
each CORSET RS-232 Remote Control Interface Option from Pacific-Sierra
Research Corporation, 2901 28th Street, Santa Monica, CA 90405. This
material will be used for field testing laser radars, transmissometers,
laser range finders, and other types of photonic instruments. It is
designed to overcome the shortcomings of cube corner reflectors and
other retro-reflectors. It has fixed aperture size with variable
reflectivity, no polarization change, and the capability of two
independent common aperture spectral bands. Its reflectivity is
constant over its 1.5 degree field of view. Because of these inherent
characteristics, it will be used as the primary target in all scheduled
field testing. The CORSET is the US Army field test calibrated
relectance standard. The SSPD-P program requires a calibratedtarget to
be placed on the Potomac River Range. The CORET is unique in that it
has a variable reflectivity while maintaining a fixed aperture size and
no polarization change. These characteristics will allow NSWCDD to
configure the CORSET during initial field testing to have reflectives
matching various periscopes of interest without incuring the support
cost associated with actual periscopes. In addition, a technical search
for other retroreflector vendors was conducted to identify similiar
calibrated optical retro-reflectors that would meet all the specified
requirements (e.g. weight, size, dynamic range, ruggedized and weather
proof). Additional vendors were located through the Thomas Register
and Internet. Phone conversations and email exchanges with these
vendors failed to unveil other qualified sources capable of producing
a corner cube with user selectable reflectivities. When other companies
begin to develop reto-reflectors with variable reflectivities
comparable to periscopes of interest, a specification sheet can be
developed that would facilitate full and open competition. Since PSR
has the unique ability to produce an all weather, ruggedized
retrofrelector with user selectable reflectivities, procurement by full
and open competition is not possible. Pacific-Sierra is the sole
provider of CORSET Products. Award is to be made under Simplified
Acquisition Procedures reference quote N00178-97-Q-0126. All
responsible quotes shall be considered by the Naval Surface Warfare
