70 -- PURCHASE OF EQUAL EMPLOYMENT OPPORTUNITY MONITORING AND ANALYSIS SOFTWARE SOL TIRNO97R00074 DUE 091997 POC Contracting Officer, Judith A. Silver, 202-283-1347 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with addiitonal information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The IRS intends to negotiate with RBP Associates, Inc., 8401 Corporate Drive, Landover, MD, for the purchase of 37 multiuser copies of the Equal Employment Opportunity Monitoring and Analysis Software. The purchase of this software for IRS field locations will supplement software currently installed and used by the IRS National Office. Additionally, the IRS will acquire training, technical support and a renewable annual maintenance agreement. The software, utilizing IRS workforce demographic data, must provide all the reports, in proper format, as required by theEqual Employment Opportunity Commission's Management Directives 707, 707A and 714. The reports include numerical objectives, trend analysis, vacancy projections, workforce profiles and training of complaints activity at every level. Special reports will be developed to monitor the movement and training of IRS personnel through the Service's reorganization and redesign process. The software must have built in security levels for access to sensitive demographic information. Delivery and acceptance will occur at the IRS, Washington, DC. The following provisions are applicable to this action: 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-3, Offeror Representations and Certifications-Commerical Items. In addition, clauses 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items applies to this acquisition. These items can be obtained from the Contracting Officer listed above. All proposals must be received by 2PM Eastern Time, September 19, 1997 at Internal Revenue Service, A/C (Procurement), 6009 Oxon Hill Road, Suite 700, Oxon Hill, MD 20745. All proposals will be evaluated on a "Pass/Fail" basis. Award will be made to that offeror whose proposal is technically acceptable and has the lowest price.
