72 -- TELEVISIONS SOL 69d-375-97 DUE 092397 POC Michael Cunningham, Contracting Officer, (414) 902-5407 The Great Lakes Healthcare System Acquisition Center intends to award a contract to furnish and deliver 19 inch, hospital-grade, color televisions, as well as to furnish, deliver and install either 19 inch or 20 inch models of the same types of televisions, for the VA Hospital, Fifth and Roosevelt Road, Hines IL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) are being requeste under RFQ 69D-375-97 and a written solicitation will not be issued. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 46. This procurement is UNRESTRICTED. SIC (3651). Contractor shall provide: ITEM #1 -- 180 each, 19 inch, hospital-grade, color televisions, installation not included; and ITEM #2 -- 45 each, 19 or 20 inch, hospital-grade, color televisions, including ceiling mounted installation of 40 of the 45 Tvs. Hospital-grade television is defined as follows: 3 wire cord on TV; TV is grounded; leakage current has to be less than 300 micro-amperes; ground resistance less than 1/2 ohm; double-insulated units are not acceptable -- units must be grounded; (requirements based on NFPA 99). 19 inch Tvs are required for Item #1 (i.e., 20 inch Tvs are not acceptable for Item #1) because the existing mounting brackets on which they will be installed only have enough clearance for 19 inch Tvs and not enough for 20 inch Tvs. Either 19 inch or 20 inch Tvs are acceptable for Item #2. 40 of the 45 Tvs included under Item #2 require ceiling mounting, antenna jumper cables, outlet sockets, plus disconnecting and removal of existing 9 inch Tvs including the wall mounts for those Tvs. Contractor must hookup Tvs to nurse-call system. However, special hookups needed for spinal cord patients will be done by VA. Installationis to be done in Building 221 which is the spinal cord unit. The area where Tvs are to be installed has a dropped ceiling. However, Tvs must be installed on the metal I- beam above the dropped ceiling. (The remaining 5 Tvs under Item #2 will be kept as spares.) Contact Richard Kress at the Hines IL VA Hospital (telephone: 708-216-2005) concerning opportunity to inspect the area where Tvs are to be installed. The VA will give a modest preference to quotes for Philips 19 inch, hospital-grade, color televisions because the Hines VA already has 500 of these and there are advantages to standardization for purposes of maintenance. Also, while the VA may award separate contracts for Items 1 and 2, a modest preference will also be given to quotes that are for both Items 1 and 2. Vendors must provide information (e.g., commercial literature) with their quotes that describes the product they are quoting. In particular vendors must show that the product they are quoting meets the requirements for hospital-grade Tvs. For Item #1, delivery is required within 60 calendar days after the date of receipt of the order by the vendor. For Item #2, delivery and completion of installation is required within 60 calendar days after receipt of order by the vendor. The VA will consider alternate delivery times and give a modest preference to quotes for shorter delivery times. Offerors are requested to provide their most current catalogue price list. This will be a firm fixed price contract. FOB is Destination. Payment will be made in arrears on certified invoices.
