Agency (EPA) is issuing an intent to award for services to which the
Government intends to award a firm fixed price contract using the
Simplified Acquisition Procedures of FAR Part 13 to WRC Plc -- Henley
Road Buck, SL7 2HD -- United Kindgom. The EPA is FACNET certified. NO

statement of work, should be delivered to the following address,

Date: 9/29/97, 1997; -- 2:30pm EST (Any proposal received after the due
date will not be considered or opened.) Quotes are due in writing no
later than 15 days of notice of this solicitation. This is a
combination synopsis/solicitation for these services and will be the
only solicitation to be issued. Any contractor/vendor able to meet the
requirements must demonstrate in writing by the closing date. All
responsible sources solicitated my submit a bid, proposal, or
quotation, that shall be considered. 2.0 Statement of Work 2.1 Task 1:
Review and comment on the work done Approximately 350 use clusters,
containing over 2,500 chemicals, were scored under previous work
assignments. The EPA WAM shall endeavor to make available to the
contractor all available documentation from previous work assignments.
The contractor shall review and understand the work done under these
previous work assignments. 2.2 Task 2: Prepare Work Plan and Budget,
and Manage Work Assignment The contractor shall prepare a work plan and
budget that describes the work to be performed, projected schedules,
cost information, staffing, and an outline of key deliverables on a
task by task basis. The contractor shall provide monthly progress
reports during the course of the work assignment to the EPA WAM. 2.3
Task 3: Identification of Candidate Clusters The contractor shall
identify, collect data and rank clusters, addition to the clusters
already done, when asked. The EPA WAM will notify the contractor and
provide information on the new industry to be clustered. The clusters
shall be based, at least in part, on the following definitions of
clusters defined by Agency and other governmental entities: o Danish
National Institute of Occupational Health ("European Community List")
o Regulatory Impacts Branch Use Codes ("RIB List" as developed by
OPPT/EETD/RIB) o Comprehensive Assessment Information Rules Form List
("CAIR List") o Source Category List for Regulation Development for
Clean Air Act, Title III The contractor shall submit a list of proposed
chemicals for the clusters to the EPA WAM for a review before
proceeding with the information gathering and scoring activities. The
data gathered for each cluster shall include chemicals and technologies
that should be included in a cluster,industries that use the chemicals
or technologies, specific industrial (or other) processes that use the
chemicals or technologies and all other information necessary to rank
chemicals using the ranking system. 2.4 Task 4: Ranking System Options
The contractor shall recommend options for methods and criteria that
OPPT could use to rank environmental problems associated with the
clusters. This ranking shall assist OPPT in choosing the order in which
clusters should be worked on. 2.5 Task 5: Data gathering and scoring
The contractor shall gather the necessary data for each identified new
cluster and input the data in the algorithm. The contractor shall also
endeavor to properly document the program itself as well as all
supporting data sources used. For those clusters already in the system,
the contractor shall gather any new and/or more recent data when it is
necessary. The EPA WAM will determine and notify the contractor when
new data gathering is needed. The contractor shall score any new
clusters and check for the accuracy of the data entered as well as the
resulting scores. 2.6 Task 6: Programming the system The contractor
shall revise and/or modify the menu driven data retrieval/ranking
system based on the algorithm provided by the EPA WAM. The contractor
shall also provide EPA WAM with copies of users manual for the system.
2.7 Task 7: Distribution of the system The contractor shall
investigate and make recommendation on the software and the method of
distribution/accessing of the system from outside of OPPT. This shall
include, but is not limited to mainframe, CD ROM, network and floppy
diskettes. EETD chemical engineering branch will have the exclusive
copyright of the software and the contractor shall not release, under
any circumstances, the computerized system to any other EPA offices or
to public without a prior written notice from the EPA WAM. All
documents shall be written in IBM compatible WordPerfect Version 5.1
with all graphics to be done in Freelance Version 3.0 or higher. The
contractor shall provide to the EPA WAM hardcopies of all documents
along with floppy diskettes as deemed appropriate by the EPA WAM. 3.0
Schedule of Deliverables The Schedule of Deliverables for this project
shall be as follows: Deliverable Date Preparation of Work Plan 15 days
after receipt of Work Plan request The schedules for other deliverables
will be discussed with the contractor and will be set by the EPA WAM.
