(719)333-2732 The USAF Academy, CO has a requirement for a contractor
to plan, conduct, and report on research in the area of optical physics
for the laser Optics Research Center (LORC). This is a combined
synopsis/solicitation for a commercial item prepared in accordance with
the format in the FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ) solicitation number F0561198Q0175. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The Standard
Industrial Classification is 8733 and the business size standard is
$5.0 million. The proposed contract listed here is set aside for small
business. CLIN 0001 is for the complete job wherein the contractor
shall furnish all parts, tools, material, equipment, transportation,
facilities and labor to conduct novel, innovative research in support
of Air Force needs and in conjunction with USAF Academy faculty and
cadets, and in support of the undergraduate physics curriculum, at the
USAF Academy, CO. The contractor shall: (1) conduct basic and applied
research concerning laser cooling and trapping of neutral atoms; (2)
maintain a current knowledge of state-of-the-art theory and
experimental methods in this field through reading of relevant
journals, searching literature, and attnding scientific meetings; (3)
develop a writen summary of each article, search or conference; (4)
plan and conduct thorough, quality research in the area of laser
cooling and trapping of neutral atoms, determining critical aspects of
the research and appropriate experiments to be conducted or models to
be developed; (5) submit planned experiments and models to the LORC
Director for approval; (6) assemble necessary equipment and conduct
experiments or develop models; (7) maintain a laboratory notebook,
which shall be Government property; (8) recommend project feasibility
within resource constraints; (9) conduct quarterly presentations to
USAFA faculty and cadets; (10) publish research and development results
in a refereed journal or present them to a national or international
scientific meeting; (11) develop and maintain a recommended budget for
this research; (12) attend regular LORC and Physics Department staff
meetings to update research progress; (13) write reseasrch proposals
and summaries; and (14) complete all work within the period of
performance of 1 October 97 through 30 September 98. (1) Award is
anticipated by 1 October 97. (2) Contractor responses shall include a
price quote and a technical proposal. The technical proposal shall
include written evidence of technical capability to perform the
research. (3) Written quotes shall be received at Operational
Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy CO
80840 until 3:00 PM, MDT September 29, 1997. Faxed quotes shall be
received at 719/333-4404 until 3:00 PM, MDT September 29, 1997. (4) The
Government shall have the unilateral right to extend the contract for
one additional year, 1 October 98 through 30 September 99. Ms. Tracie

Evaluation Factors, Listed in descending order of importance, are:
Academic qualifications (must posess a Ph.D. In Physics or Electrical
Engineering); Ability to plan, conduct, and report on research in the
area of optical physics (posses two years experience performing similar
research), Past performance (professional scientific references
regarding quality of research), and Price. NOTE 1: Academic
qualifications, ability to plan, conduct, and report on research, and
past performance are each more important than price. Offerors who fail
to meet the technical requirements as set forth above may be
considered nonresponsive to the Request for Quotation. NOTE 2: The
above items will be graded using the following criteria: 1) Does not
meet the standard (-), (2) Meets the standard (0), (3) Exceeds the
standard (+). The offeror who has the best combination of (+) and (0)
signs on the evaluation criteria scoring and is considered to be most
advantageous including price to the Government will be considered the
apparent awardee. The clause at FAR 52.212-4, Contract Terms and

applies to this acquisition. The following addenda also are

equivalent rate for a Federal hire would be: Scientist at $24.23 per
