582 -- 5926 CONTRACT INFORMATION: The proposed services will be
obtained by a negotiated Firm Fixed-Price Contract. The estimated
construction cost is between $5M and $10 M. Estimated starting and
completion dates are 1 December 1997 and 30 June 1998 respectively. 2.
PROJECT INFORMATION: The project will include all construction within
the perimeter of the range complex and encompass modernization of the
Heins Rifle Record Fire Range to a new standard Qualification Training
Range with a total of 28 firing lanes. Activities such as site
investigations, preparation of plans and specifications, construction
cost estimates, technical studies, and/or hazardous material surveys
and analysis and abatement methodology will be required. Activities
could include the following: 2 moving and 35 stationary armor target
emplacements, 7 lightweight moving target system emplacements, 10
moving and 286 stationary infantry target emplacements, 3 control
towers, headquarters building, 2 general instruction buildings, range
support building, 3 latrines, male/female, 3 ammunition breakdown
buildings, 3 bleacher enclosures, 2 covered mess, vehicle staging area,
primary and secondary power and data distribution system, foxholes,
personnel and vehicle firing positions, vehicle range access roads,
target service roads, target maintenance trails, limit markers, lane
markers, site improvements, earthwork, site drainage, range flagpole,
erosion control, and information systems. Local IDS is also included.
HVAC (13 tons) is included for control towers, headquarters building,
and range support building. Computer office HVAC will be by
self-contained systems. Mechanical ventilation: 12,000 CFM. Supporting
facilities include all construction outside the perimeter of the range
complex and consist of electrical service, demolition of existing
electrical service, security fencing, area and security lighting,
electrical transformers, parking area, storm drainage, fencing,
information systems, site improvements, demo 13 buildings (5,371 SF),
gas storage tanks, asbestos removal, shower/latrine building, tent
pads, and paint storage/shop building. Dud clearance is required and
will be performed by military labor. Requirements could also include
construction management services, e.g. construction supervision,
preparation of record drawings, or the checking of shop and working
drawings, etc. The use of the Specsintact system is required for
preparation of the specifications. Construction cost estimating shall
be accomplished using the Micro-computer Aided Cost Estimating System
M-CACES software, and proficiency in the use of this system shall be
documented in the SF 255. (The MS-DOS compatible M-CACES software and
database will be furnished). 3. SELECTION CRITERIA: Submittals will be
evaluated against the general evaluation factors listed in Note 24 in
descending order of importance. Items (a) through (d) are primary
selection criteria, (e) and (f) are secondary criteria. Specific
requirements for this project are as follows and also must be
identified in the SF 255. a. Professional Qualifications: a designer
and checker with documented education, training,
registration/certification, overall and relevant specialized experience
in architecture and in the fields of Civil (independent of Structural),
Hydraulic, Electrical, Environmental, Mechanical, Structural,
Geotechnical (soils engineer) and Cost Engineering are necessary with
at least one in each field professionally registered. Resumes must
identify project assignment of all key management and technical
personnel. Additionally, professionals qualified by education,
registration, certification and/or training in industrial hygiene and
hazardous material inspection and abatement methods are necessary, and
must be identified by resume. The hygienist must be a Certified
Industrial Hygienist (CIH) certified by the American Board of
Industrial Hygiene (ABIH). The hazardous material inspector must have
successfully completed an EPA approved course for building inspectors
and asbestos designers. Proficiency in asbestos sampling and analysis
is required and shall be indicated. All assigned field inspectors shall
be indicated by resume in the SF 255 and show evidence of successful
testing and satisfactory completion of EPA approved courses for
building inspectors and asbestos management planners. The survey team
shall be experienced and regularly employed in such work. The
qualifications, certifications, and experience of the lead paint survey
team and lab shall be shown in the SF 255. b. Specialized Experience:
Specialized experience and technical competence of the firm and the
proposed team in the performance of the design of Multi-Purpose
Training Ranges (MPTR) as documented in the resumes of the proposed
team and firm(s). Firms shall indicate how Life Safety and Fire
Protection will be addressed. The asbestos analyses must be performed
by a laboratory documented as having an accreditation in Bulk Asbestos
Fiber Analysis given by the National Institute of Standards and
Technology (NIST) under the National Voluntary Laboratory Accreditation
Program (NVLAP). Proficiency in lead paint sampling and analysis is
required and shall be indicated. c. Capacity of the firm and team to
complete the work in the required time. d. Past Performance with
respect to cost control, quality of work and compliance with
performance schedules on DOD and non- DOD contracts. e. Geographical
location and knowledge of locality of the project. f. Volume of DOD
contracts awarded within the last twelve months as described in Note
24. Only resumes identifying the professionalism and specialized
experience of the design group are necessary. Other available personnel
may be specified in paragraph 10 of the SF 255. 4. SUBMITTAL
REQUIREMENTS: a. See Note 24 for general submission requirements. Firms
which are interested and meet the requirements described in this
announcement are invited to submit one completed SF 255 (Revision
11-92).. All responses on SF 255 to this announcement must be received
no later than 4:30 pm Local Time on the 30th calendar day after the
date of this publication to be considered for selection. The day
following this CBD announcement counts as day number 1. If the 30th day
falls on Saturday, Sunday or a U.S. Government holiday, the deadline is
the close of business on the next Government business day. b. It is
requested that interested firms list the fee amount and date of all DOD
contracts awarded during the last 12 months to the firms and all
subsidiaries in Block 9 of the SF 255. Block 3 of the SF 255 must
include the ACASS number for the prime contractor's primary office
proposed for the selection. In Block 10 of the SF 255, provide the
following: (a) Design management Plan (DMP). The DMP should be brief
and include an explanation of the firm's management approach,
management of subcontractors (if applicable), specific quality control
procedures used and an organizational chart showing inter-relationship
of management and various team components (including subcontractors).
(b) The firm's present workload and the availability of the proposed
team for the contract period. FAXED SUBMITTALS WILL NOT BE ACCEPTED. SF
255, BLOCK 10 MUST NOT EXCEED 20 PAGES. c. Responding firms must submit
a current and accurate SF 254 for each proposed consultant.
Additionally, all responding firms which do not have a current (within
the past 12 months) SF 254 on file with the North Pacific Division,
Corps of Engineers, must also furnish a completed SF 254. The business
size status (large, small and/or minority) should be indicated in
Block 3 of the SF 255. Definition: A concern is small if the annual
receipts averaged over the past 3 fiscal years do not exceed $2.5
million. d. No other information including pamphlets or booklets is
requested or required. e. No other general notification to firms under
consideration for this project will be made and no further action is
